Young civil servants are the elites of the state and society.The career value orientation of young civil servants has a direct or indirect impact on deepening the modernization of national governance system and governance capacity,as well as on the improvement of collective and individual performance of government and organizations.Therefore,it is necessary to strengthen the research and guidance of young civil servants'professional value orientation,enhance the conformity of psychological contract,strengthen their professional spirit and values,build a high-quality professional young cadre team,build a service-oriented government satisfying the people,and practice the social leaders with Chinese characteristics in the new era of Xi Jinping.The idea of righteousness is of great theoretical and practical significance.Vocational value orientation is one of the important factors affecting performance level.The research shows that the career value orientation of young civil servants has an interactive effect on the construction of service-oriented government and the collective and individual performance of government and organization.There is a theoretical structure model of four dimensions of career value orientation and three dimensions of performance for young civil servants.The two main factors that have a significant moderating effect on the relationship between them are psychological contract(two dimensions)and professional engagement(three dimensions).Under the regulation of psychological contract and professional engagement,the professional value orientation and performance of young civil servants are multidirectional regression.And two-way regulation characteristics.Based on the analysis of the relationship between the career value orientation of young civil servants and the impact of performance,this paper compares the characteristics of the problems among the career value orientation,performance,psychological contract and professional engagement of young civil servants,and finds that the cultivation of the career value orientation of young civil servants has five viewpoints of organizational guidance,serious "five modernizations" and individual development."Weakening","environmental cultivation","six corners" corrosion and other reasons.On the basis of the analysis of the relationship,characteristics and causes of the influence of young civil servants'professional value orientation on performance,the article advocates that the formation process,acceptance mechanism and cultivation principle of young civil servants' professional value orientation should be based on four aspects:ideological path,educational path,management path and environmental path.We should guide and strengthen the cultivation and guidance of young civil servants'professional value orientation,improve their work performance,and effectively improve the overall performance level of the government.From the perspective of performance improvement of young civil servants,this paper conceives and validates the theoretical model relationship between career value orientation and performance of young civil servants under the regulation of psychological contract and professional engagement,and guides young civil servants to optimize the direction of performance improvement,focusing on the idea of "what is how why how to do".The path of career value orientation for staff members is put forward.To a certain extent,it makes up for the deficiency of the relationship between the current professional value orientation and performance,fills in the blank of the research on the professional value orientation of young civil servants from the perspective of performance,and provides a new reference for organizations to improve their work performance from the perspective of professional value orientation,which helps to promote the conscious cultivation and practice of socialism among young civil servants.Core values,realize the internal dialectical unity of career value orientation and performance,and promote young civil servants to make new contributions to the realization of the historical mission of the Party and the country in the new era.
