Under the background of administrative system reform proposed by the thirteenth Five-Year Plan, in order to optimize Guangxi governmental administrative system and enhance the process of service-oriented government construction, reform should start with civil servants. Optimizing the serving behavior of civil servants is the key part of administrative system optimization and service-oriented government construction. The article focuses on environmental influences on personal behavior by discussing the organizational ethical climate cognition of Guangxi grass-roots civil servants. The article uses SPSS statistical software and empirical research as the main research methods.Questionnaire is the major tool to learn about the ethical climate cognition of Guangxi grass-roots civil servants and the actual situation of the serving behavior. Data analyzing and modeling are essential to test the levels of ethical climate and the correlation between the levels and the serving behavior.According to the results, the ethical climate cognition of Guangxi grass-roots civil servants is divided into five categories: individualism, care, laws and regulations, efficiency and interests of the organization. The ethical climate cognition of Guangxi grass-roots civil servants and the actual situation of the serving behavior show a significant positive correlation; apart from a weak negative correlation between individualism type and the serving behavior.Through the discussion of the final results, the article raises an administrative system reform proposal that aimed at optimizing the serving behavior of Guangxi grass-roots civil servants and provides theoretical guidance for service-oriented government construction.
