Research On The Operation Of Administrative Service Center In Henan Province

Administrative service center is a form by which the government effectively integrates functions of the relevant departments in a centralized official locations to provide whole program, fast, open, transparent services for citizens. It is a new service model to solve the problem of the low service efficiency of the original administrative institution during the transition from control-oriented government to the service-oriented government.In this study, the running status of the administrative service center in Henan Province has been investigated from theory to empirical study by combining empirical analysis and normative analysis, and using holistic government, new public service theory tools. Through practically investigating the running status of administrative service centers nationwide and 13 provincially administered municipalities and counties, and 6 municipalities and counties in Henan Province, and conducting field research, discussion and exchange of multiple service standards of pilot projects for the construction and operation, the author summarizes the operation effectiveness of the administrative service centers in Henan Province in recent years. It is mainly reflected in:remolding function, namely the priority switch from the examination and approval to service; independent innovation, namely from the service mode exploration to the scope of services expand; efficiency improvement, namely from the central office to process specification; style change, namely from the "official standard" to the public service. It can be said that he economic and social benefits have been improved significantly in a few years of practice.Of course, at the same time, we can not fail to see the operation of the administrative service centers. There are many unsatisfactory areas, such as department divisions, low degree of information sharing; insufficient authorization of settled windows, virtual windows; immature office system, low e-government level; the lack of analysis ability of big data, limited government decision-making and management services, and so on. The reasons of these problems lie in not only the subjective consciousness idea lags behind the situation, but also objective conditions in the technology development levels. In addition, the control and operation level, such as unsmooth and imperfect internal and external management systems is also the main cause of the problems.So, how to improve the operational quality of the administrative service center of Henan province? Aiming at the problems in the operation of the administrative service center, this study claims that the first need to improve institutional settings. the establishment of Provincial Service Center and the Bureau of administrative examination and approval, to guide and top down linkage; secondly, optimizing system mechanism, determining permanent establishment and clarifying function allocation, standardizing operation mechanism, providing a higher standard of service. and achieving seamless docking; thirdly, strengthening the staffs awareness of service, improving the quality of public services, building a service-oriented government of the window for the government decision-making and management services, thus enhancing the ability to analyze big data; fourthly, paying attention to technological level promotion, breaking technical barriers, and really implementing the "one-stop" and "one-stop" modes of e-government; therefore, it needs not only technology development and innovation, but also technical training for service personnel; Fifthly, enhancing the incentive and supervision, focusing on examination and supervision, and stimulating the enthusiasm of the service center staff to ensure the healthy operation of the service work.The operation practice of the administrative service centers in Henan province is an important attempt of the whole government coordination and cooperation, and it is also an indispensable link in the construction of public service oriented government. Therefore, the research in this paper is destined to have a positive significance.
