Performance management of railway security system will play a direct impact on the overall function of the Railway Police Organs, related to the security and stability of railway operations, the regular functioning of its effectiveness is an important guarantee of the order and safety of people's normal travel and transport. Many problems exist in reality caused serious influence on railway security performance levels, obstructing the railway public security to better exercise their functions. So it is particularly urgent to design the performance appraisal system to match the railway public security police work, and improve railway police work performance to adapt to the dual need of public security and railway work.This paper illustrates the theoretical and practical significance in this study for the current performance appraisal of railway public security system firstly. Through the review of related literature at home and abroad, defines the concept associate with employee performance appraisal, elaborated the related theories about the public sector performance evaluation. Meanwhile, it analyzes the functions and characteristics of public sector performance appraisal, to form the theoretical support of this paper. Then it makes a general description of performance appraisal situation, problems and the the caused reason,followed by case analysis of Jinan Railway Public Security Bureau staff performance appraisal system, to explores the crux of its existing problems. According to the existing problems, based on the KPI, this paper re-designs the staff performance appraisal index of the Jinan Railway Public Security Bureau. And give the summary and outlook at the end of the article.The innovations of this paper lies in:first, by reviewing related literature at home and abroad, it summarizes and analyzes the theory and practice of the performance appraisal system of the public security system, using the survey method, sums up the problems and defects of performance assessment work of the railway security system based on the investigation of the large amounts of data and facts, to provides the basis of performance appraisal work for Jinan Railway Public Security Bureau; Second, through case analysis, it does research on typical basic-level police station, optimized design of performance appraisal system based on KPI for Jinan Railway Public Security Bureau, and propose suggestions for the effective implementation.
