The performance evaluation of the local government departments in China still has not formed a relatively mature system in many areas.The government linear performance evaluation can not reflect the real situation to a large extent.There are still many places that want to improve.Railway public security system as a special government departments,the 2009 only to complete the despot,the railway police was officially included in the ranks of national civil servants,a series of management system has changed.The duplication of performance management system in the police station and other departments in the railway there have been a series of problems caused by a series of problems caused by the normal and orderly development of the railway public security system impact.And J Railway Police Station is one of the many changes in the performance management of the problem has become increasingly prominent,the lack of enthusiasm for the work of the police,the J railway police have had an impact on the good development.Based on the actual situation of J police station and the balance scorecard method and theory,combining with the existing problems of J railway public security performance management,the author systematically optimize the current performance management system of J Railway Police,To determine the basic optimization program and the implementation of security measures to improve the J Railway Public Security performance management and promote the level of performance management to address the J Railway Police Station in the performance management of the practical problems.In order to make an objective evaluation of the status quo of J Railway Public Security Performance Management,a series of qualitative interview methods and quantitative questionnaires are used to evaluate J Railway Public Security Performance Management.Through the research,it is clear that there are a series of problems in the performance management of J Railway,which are embodied in the problem of performance appraisal,which provide important basis for the application of Balanced Scorecard;and J Railway Public Security Performance Management The quantitative evaluation results show that the performance management level of J Railway Public Security is at a fairly low level,and the performance management of J Railway Public Security is urgently needed to carry out optimization reform.Through the definite optimization train of thought,the author has developed the four stages of J railway public security performance management optimization plan including performance management optimization plan,performance management optimization program implementation,performance management optimization performance evaluation,management system optimization performance evaluation results application,And according to the Balanced Scorecard to determine the content of the four dimensions of optimization and evaluation system,and to ensure the implementation of optimization programs,developed a specific safeguard measures.It provides a reference for the performance management of the railway police station and provides reference for the performance management research of other railway police stations,which has certain practical value.
