Urban Community Autonomy Implemented Research In Our Country

Urban Community is the unit of primary-level social management,it forms fr om the self development of civil society.Relative to stateadministrative manage ment,urban community which derives from themarketoriented economy develop ment of cities is a social managerial organization that can relieve the pressure that governments administrate social.Urban Community is an organization that c ivil society become selfmanagement.Urban community autonomy is the foundati on of inhabitant self-government, selfeducation, selfservice. The economic base and social conditions of urban community determines the urban community aut onomy rely on the residents enjoying autonomy in accordance with the law.The essence of realizing urban community autonomy right is to realize urban com munity autonomy,that is, community residents realize selfgovernment, selfeducati on, selfservice,manage it ourselves, solution it collective.The basis of realizing urban community autonomy are democratic elections,democratic decisionmaking, democratic management and democratic supervision.In order to create happy lif e ,community residents solve comm-unity problems in public affairs and public welfare undertakings through the way of democratic consultation. The origin o f urban community autonomy which is the legal response to the democratizatio n of social management is the legal authorization and confirmation on the urba n community autonomy.Urban community autonomy is the concrete implementat ion of a people's sovereignty and implementation in constitutional perspective.Throughout the problems in the practice of community autonomy around our country,it's surface appears to be associated with system design.However,I thin k these problems are community autonomy lack of necessary social basis throu gh my practical investigation and reflection,and I suggest that there will realize the urban community autonomy must be from the reconstruction of the social environment of urban community autonomy. My paper combined the research communities of practice,closely around the problems of how to realize commun ity autonomy,makes detailed research and analysis in theory,then puts forward s uggestions to achieve the community autonomy by reconstructing the social env ironment of urban community autonomy.
