With the acceleration of the aging process, elderly poverty become a world-wide, challenging social problem urgent to solve, and should have to get attention and concern. The elderly are one of the major social vulnerable groups, due to their physical condition, they are at a disadvantage in economy and easy to be impoverished by diseases. The elderly were the poorest and most special group in American history, but since the 1960s, federal government established a relatively complete system of elderly anti-poverty policies through formulation of a series of elderly welfare policies, then elderly poverty rates decreased rapidly, and poverty alleviation effects were very significant.This paper conducts a study based on theories of Social Exclusion and so on. Firstly, put forward the thesis of "Elderly poverty rates in the United States decreased significantly", card related theories of elderly poverty rates, trace evolution of American elderly poverty rates and make a comparative analysis among different age groups and the elderly. Then, analyze contents of multiple anti-poverty policies from three perspectives of social insurance, social assistance and legal; make an in-depth analysis of reasons of formulation of multiple anti-poverty policies from three perspectives of economic, society and political; and make an effective evaluation of poverty alleviation effects of policies through poverty rate, coverage ratio, continuous of benefits and public satisfaction and raise related issues. Finally, connecting with significant effects of poverty alleviation with American multiple anti-poverty policies, propose enlightenment to elderly anti-poverty process from three aspects of policy systems, legal means and subject of responsibility combined with elderly anti-poverty practice in China.
