Being senior-oriented, community senior association is a kind of community organization that will play a more important role in the supplement of public services and the participation of the community governance during the population aging process. Under the encouragement of relevant government agencies, its coverage ratio in both urban and rural communities shows a rapid improvement. As a result, its governance practice has gained more and more attentions. With the emphasis on independence, trust, network relationship, and the share of resources and reciprocal expectations among the collaborators from different sectors, collaborative governance has offered a practical resolution for current governance problems and been broadly applied in various social governance fields, such as community development, resources and environment protection, infrastructure construction, education, etc. Because it can offer plenty of funds, human resources, technology and information for the resources-lacked and capacity-shorted grassroots communities and their inner organizations, collaborative governance can help them get rid of their predicament in a short of time. And it makes this mode an increasingly popular way of community governance.In this thesis, the senior association of J community in Beijing was chosen as a case study. It joined of the trial project nationwide to explore the reform of the governance and has now experienced a development of more than ten years. Based on the material from the questionnaires and interviews, the article describes its governance practice, both the management activities of the organization and its efforts in the senior-oriented activities, summarizes its problems and relevant influential factors, analyzes the fundamental in the association's application of collaborative governance and finally, offers some measures for the transition and construction of collaborative governance mode.
