The Study On The Evaluation System Of Government Information Circulation Level

With the electronic governance affairs developing rapidly, the government sectors command more and more information. According to statistics, the information commanded by the government covers 80% of the whole information of society. The Electronic Governance is supposed to provide high-quality and high-efficient service, transparent specification and all-round governance. But Information Island and the lacking of transparency of government restrict the development of Electronic Government Affairs. Therefore, it is important to destroy Information Island.It will be beneficial to realize the information sharing, which contributes to improve the government service capability, govern level and reducing the relating cost. Equally as important, the improvement of the depth and width of the publicity of the government information has big influence on the application of information. It helps to guarantee the information can be put into production, living and scientific research and other fields. In the other words, it offers an opportunity for the government to change functions, to re-establish the governmental image.According to looking up the material about the Information Island and the assessment indicator system of the government information publicity, this article found the research of the government information mainly focus on the macroscopic analysis and how to assess the website of the government. There is few quantitative analysis or research of the whole process of the government information flow.In order to assess the current situation of government information circulation in China?s major cities. Based on the logical frame of government information circulation theory, this paper add the information flow analysis and the seamless government theory as the premise, constructs a set of comprehensive evaluation system. To put this comprehensive evaluation system into use, we also need to select several representative indexes in the following aspects: active openness,passive openness, internal circulation and external circulation. Furthermore, using of comprehensive index assessment method helps showing the result of comprehensive evaluation of government information clearly.In order to evaluate the level of government information circulation, this paper apply the built system to evaluate the representative cities, such as Beijing, Shanghai Tianjin, Chongqing, Nanjing and so on. Then use the method of cluster to analysis and classify the result of evaluation.The result shows that, the overall level of urban government information circulation is not high.And there is a great difference in passive openness and external circulation. Shanghai is the only city evaluated to be the?Excellent?city. The following ?Good? cities are Beijing, Guangzhou, Changchun, Qingdao, Ningbo, Shenzhen and Xiamen. Hangzhou, Wuhan, Dalian, Chengdu and Shenyang are not bad in the government information flow. The rest cities are evaluated bad.At last, based on the result of evaluation and analysis, this paper put out the following suggestions to promote the government information circulation level.At first, perfect the laws and regulations to normalize the openness of government information and information sharing. The second, establish coordinating body, devoting to the communication between departments, which helps achieving the institutional and normal cooperation. The last but not the least, integrate and construct an uniform,specialized and opening government website platform, which helps building a effective interaction of government and the public.
