Study On The Development Strategy Of Urban Community Home-based Care Service

According to statistics,the number of people aged 60 and over in my country will reach300 million in 2025,and my country will become a super-aged country by then.With the increase in the number of aging population in our country and the expansion of demand for the elderly,the problem of the elderly in our society has become increasingly prominent.Institutional pensions are facing the problem of "a bed is hard to find",and the supply is seriously insufficient.Taking into account the social pressure borne by the only child in the current society,the traditional family pension model is also facing huge challenges.In order to protect the mental and physical health of the elderly,relieve the pressure of the family for the elderly,and meet the needs of the society for the elderly,the state needs to actively explore new models for the elderly.At the beginning of 2020,according to the ``Notice on Determining the Fifth Batch of Central Financial Support for the Development of Pilot Areas for the Reform of Home and Community Elderly Care Services’ ’ issued by the Ministry of Civil Affairs and the Ministry of Finance,Tai’an City was identified as a pilot area for the reform of home and community elderly care services by the Central Government.In this context,the Tai’an Municipal Government actively responded to the national policy and focused on promoting the construction of community home-based care.Due to the weak economic foundation and lack of professionals,the current community home care in Tai’an is in the early stage of development,and there are many problems and deficiencies.This article takes Tai’an City as an example,Using comparative analysis method,interview method,questionnaire survey method and other research methods,Explore the existing problems and solutions in the development of home care in urban communities.Firstly,the theoretical basis and practical exploration of home care services in urban communities are sorted out and summarized;Secondly,through investigations and on-site visits,to understand the development process and current status of home care services in urban communities in Tai’an;Thirdly,use the questionnaire to summarize the problems in the development of urban home care services in Tai’an.It mainly includes the unformed urban home care service system,the low quality of community care services,and the information asymmetry of community home care services.And summarize the cause of the problem.Finally,through a summary of the experience of typical domestic models such as Shanghai,the United Kingdom,and Japan,Suggestions for the development of home care services in urban communities in Tai’an are proposed in terms of improving the urban community home care service system,strengthening the construction of community service professional teams,improving the supply efficiency of community home care service resources,and actively developing smart care models.
