The 18 th National Congress of the CPC has put forward that “We should consummate the cadre assessment mechanism, promote the leading cadres to establish a correct view of achievements.” Establish an enthusiastic, ability fine style of work of township leading cadres is to uphold and develop socialism with Chinese characteristics key, and select and use a good cadre premise is correct effective appraisal cadres. China attaches great importance to the work of leading cadres at all levels of assessment, theory and organization and personnel departments have been continuously research and exploration, has achieved many fruitful results, and township cadres appraisal work, there are still many problems to be studied. Township cadres of our party organization and state power closest to the grass-roots level is an important, charged with the important task of promoting the area of economic, social and cultural aspects of development, is the country's principles and policies implemented in an effective way to grassroots. Because the characteristics of the township grass-roots work, the current appraisal work of leading cadres in the township system design and actual implementation process, there are still many areas for improvement, resulting in appraisal work should not play a role. Therefore, how comprehensive and objective evaluation of the township cadres, township cadres activate the overall vitality, strengthen the township cadres team construction unit, has become academic and research organization and personnel departments to actively explore the major issues.In this thesis, the scientific background to construct reflects the requirements of development and in line with the actual situation of the township leading cadres appraisal system, the practical significance, researches appraisal system, and other aspects related to the theoretical basis of the analysis reviewed, work practice, based in Shijiazhuang C District township investigation from body appraisal system, evaluation system, content, evaluation methodology, evaluation results in four areas using the system proposed township leading cadres appraisal system problems and related systems in the assessment and evaluation external environment security system to find the problem. From the traditional concept of culture and the old administrative constraints and impact cadre appraisal itself has difficulty, the examination body is weak, sub-optimal environmental assessment work, assessment of psychosocial problems affect the reason for the above five areas of in-depth analysis exists.
