The rapid growth of the ageing population is one of the major social problems facing our nation in recent years.Our society has entered a whole population aging stage. Meanwhile,the contradictions between the severe degree of population aging and the traditional supporting model for the aged began to emerge, it's difficult for our country to solve the aging problems merely by relying on the government and family.To improve the present pension services for the elderly, our country has launched a series of measures to encourage social endowment service, aiming to mobilize social forces to jointly participate in the pension service system, thus, the pension real estate rises as a new form of real estate specially designed for elderly population at the moment. However, according to the existing projects of pension real estate in China,there are many problems in the development and operation.Based on the analysis of these problems,thesis investigates the development site of pension real estate as a point of entry,desining to evaluate the development suitability of the pension real estate in the early established decisions,also discuss and analyse all aspects that affect the development of suitability thoroughly, so as to judge the city's suitability of pension real estate consequently. The research has an important significance for reducing the waste of resources caused by excessive development and helping developers to make development decision-making reference, providing reference to improve the conditions of the pension for the government and society,and the research also has important significance to promoting the development of the pension real estate in our country,and can also improve the quality of social endowment.This paper established a suitability evaluation index system of pension real estate in five dimensions, including population and macro social economic development level, degree of residents' consumption level, development of service industry, the comfort index of life, and the maturity of real estate market, based on hard-core date from statistical yearbook of each city, statistical bulletin of the national economy and social development, state or local government official statistical publications which are released officially. The index data of 30 secondary cities in our country from 2004 to 2013 are collected to evaluate and sort the suitability of pension real estate development by using Combined weights-TOPSIS model. At the same time, the paper takes Chongqing as an example to discusses the variations of the suitability of pension real estate development in 2004~2013, and also brought three indexes to diagnose the main obstacles which affect the improving of the suitability.Through the above analysis, the main conclusions include: The suitability of China's coastal economic circle city's pension real estate development is better than inland city; The suitability of pension real estate development of each city can be divided into two categories of stability and volatility according to the change of time; Chongqing's suitability of pension real estate development presents obvious rising trend from 2004 to 2013, and also found that population and macro social economic development level and the level of service industry developed is the main obstacle factors of pension real estate development suitability in Chongqing before 2011, while the major obstacle factor turns into the comfort of life, the real estate market maturity and residents' consumption level after 2011.
