With the development of city and urbanizaton process accelerating, the construction of city community which is the unit of city society, is consequently getting rapid development. City community public sevice, which is closely related to community residents, is facing the new development predicament. That's the contradiction between the current situation of community public service supply and the residents' increasing ethical, cultural and material requirements in many aspects. The traditional mode of community public service supply guided by government is under-funded and unstaffed even with low residents' participation in the public service. Facing the contradiction between this supply and the demand, it is really an important responsibility for the government to consider how to promote and better the effectiveness of community public service and how to keep meeting the residents' various demands.Based on the theory of public goods, the theory of governance and the new public service theory, through literature review, interview, survey and other methods, this paper briefly introduces the status quo of the community public service suply in Chengdong Sub-district office in Fengze District, Quanzhou City and deeply analyzes the existing problems and the possible related reasons for those problems.Based on all the analyses, this article intends to provide some helpful suggestions on how to promote the effectiveness of the community public service supply, including: to better the community governace systems and mechanisms, to advance the practice of the community deliberative democracy,to improve the diverse development of the community public service supply, to expand more funds channels to ensure the effectiveness of community public service, and to strengthen the construction of social work professional team and so on.
