Study On The Problems Of The Operation And Management Of Rural Day Care Centers In Jinzhong

At present,the aging phenomenon in China is very serious,there are more and more empty-nest elderly,the aging before getting rich phenomenon has become a hot topic in society.In 2019,the number of Chinese senior citizen is 25388,the propotion is 18.1%.Some scholars have studied the median age of China's population will be 50 by 2050,however in the United States and India,the median age is 42.3and 37.5,the number of the young people in China will be fewer and fewer,the number of the elderly will be more and more.The age imbalance and incongruity of population proportion not only affects the speed of Chinese economic development but also increases the social instability.Compared to urban pension,the rural supporting problem should be more highlighted.The moving of the rural labor force and people's notion conception lead the collapse of the supporting function of the family.The original supporting model has become more and more inoperative.The day cares which has features of family care and institution for old-age care rise in response to the proper time and condition.The day care center is a new type of institution which is characterized with traditional family elderly nursing and the institution elderly nursing,it can give the senior citizen better nursing,what's more it can also ease the family burden and promote the social harmony and stability.The object of this study is focused on the elderly supporting centers in the rural region in Jinzhong,1 investigate and survey in the four typical Z-day care center,X-day care center,C-day care center,G-day care center by using the method of field study.By observing the work of these four day care centers,discussing with the government clerks,talking with the head of the centers and workers and the senior citizen in the centers,1 have known the situation of the day care centers in the rural of Jinzhong and i have analyzed the problels in the development of the rural day centers.By investigating and observing,I find that there are many models of the day care in the rural regions,however there also existed some problems in the capital source,service transformation,and service content.This paper mainly includes five parts,the first part explains the concept and theory of pension management,and expounds the day care centers from four aspects,as operation principle,management mode,service mode,and supervision and evaluation mode;the second aspect expounds the operation and management situation of the rural day centers in Jinzhong;the third part elaborates the problems discovered in the procession of the operation and management;the forth part reveals the problems cause the mentioned problems from six aspects;the forth part,it gives comments and suggestions to the problems of the day care centers of Jinzhong.By investigating,I have found that the rural day centers has the public services characteristic,but the hematopoietic function of the day care centers is weak,the funds is shorted-handed;secondly,influenced by the mainstream value,the professional clerk in the elderly service industry is shot-hanged and the transmission of the service is also short-handed;thirdly,there is a contradiction between the growing diversified demand of the elderly and the supply of services.The single and homogeneous service cannot meet the needs of the elderly.So,the rural day-care centers face big challenges,it is necessary to investigate the operation and administration of the day-center to improve the quality of the service and management level.Combining the domestic and diplomatic research,I explore the difficulty of the day care centers meet,and bring forward advises and new thoughts for the day-centers.
