The Study Of Public Service System In Chaihu Town,Zhongxiang City

Guided by government and based on social participation and institutional innovation,public service is becoming the core concept of the current government's reform.Public service in rural areas is an important part of the system.Based on maintaining social harmony,improving living standards,achieving sustainable development,addressing issues of agriculture,countryside and farmers,and narrowing the gap between urban and rural areas,public service in rural areas require enhancement and improvement.In recent years,restricted by the urban-rural economic structure,the gap between urban areas and rural areas has widened,and public service in rural areas is severely insufficient compared with that in urban areas,unable to satisfy ever-growing material and cultural needs of farmers.In the 1950 s,people in Xichuan move to Chaihu as a result of establishing hydro project in the area.The impoverishment in Chaihu was not improved for the reason that the government focused on migration instead of offering inhabitants sufficient arrangement.On this account,improving public service in rural areas can be of great significance in promoting the economic development and social stability of the area and it also provides a foundation for addressing issues of agriculture,countryside and farmers,narrowing the gap between urban and rural areas,and improving living standards.This thesis is mainly research on the public service in Chaihu.The issues of the public service in the area are studied from the perspective of innovation in public service in rural areas.To begin with,by collecting relative documents,a comprehensive understanding of the public service in Chaihu is achieved by the author.Reliable statistics has been collected by means of visit and investigation,and the current condition of public service is theoretically analyzed.Then,by exploring problems existing in public cultural service,public sanitation,and public education in towns and villages and the causes,referring to successful cases of public service in foreign rural areas as well as summarizing the successful experience and approaches and proving possibility of combining successful foreign experience with the improvement of the public service in Chaihu,the conclusion of the study as well as the views on the public service in the area and suggestions on the solutions to promote the construction and development of Chaihu's public service are also involved in the thesis.
