Research On The Construction Of Smart Urban Management Of Wenzhou City

Since Reform and Open, construction and development of cities have changed greatly in China. However, the traditional models had lots of problems which could not adapt to the city's development. So the reform was extremely urgent. Meanwhile, with the great progress of the information technology, the digital urban management system was born, which provided a new way for city management. Basing on the e-government system, it improved the traditional urban management means and moved it in a more human-oriented and meticulous direction. Recently, with the help of Internet technology, such as Internet of things and cloud-computing, the country contributes to a tide of the digital urban management system upgrading to smart city administration. It gets praise from the government and society. At present, the model is still in the exploratory stage, which requires in-depth study the system of digital urban management model in order to improve the management of urban and promote social management innovation.So this paper takes the smart urban management of Wenzhou City as the starting point, through literature research, interview method, data analysis, questionnaire survey and other methods, to analyze problems and explore approaches.First of all, it expounds the research background and significance of this article, review the research status in the smart urban management at home and abroad, introduces the research methods, research ideas, innovation and deficiencies. At the same time, it tells the definition of city management, smart city, and smart urban management,and expounds the concept of good governance theory, service-oriented government theory, citizen participation theory and other related content, which lays a theoretical foundation to the research of this paper.Secondly, it analyzes the present situation of smart urban management of Wenzhou, including the background, establishment and contribution. At the same time, through interview method, data analysis,questionnaire survey and other methods, put forward the problems existed in current smart urban management of Wenzhou, such as imbalance between different areas'development, low utilization rate of resources, imperfection of administrative system, unreasonable personnel appointment, insufficient public participation, and so on.Thirdly, it analysis the reasons of the existed problems, from the aspects of technological system, administrative system, team building and public participation.At last, it sums up the experience of advanced areas in smart project, like Singapore, Hongkong, Hangzhou and so on. The experience can be used for reference, such as strengthening the government led, focusing on resource integration, perfecting system construction, stepping up efforts to the propaganda, perfecting platform construction, strengthening human resources and so on. Based on the above experience, put forward the suggestions which can help to level up the smart urban management of Wenzhou City, such as promoting technological level, perfecting administrative system, strengthening team building, and encouraging public participation.
