The Policing Problems And Service Innovation Of Small City's Surrounding Rural Community

This study is designed to analysis the public security situation and basic characteristics of surrounding rural communities of small cities based on YiJiadu town. On this basis,making analysis on socio-economic incentives and defects of public service. Learning the experience of urban surrounding rural community's public service to provide further innovative ideas. Expecting to make contribution to the development of majority central and western regions in China, especially the small and medium cities of underdeveloped economy, and small towns with distinctive characteristics.To provide the theory basis for the research, at the beginning of the article,the concept of community and rural community security, and the theory of broken windows and social control are stated. County ShiMen surrounding's rural community public security situation is not optimistic based on the investigation on YiJiadu town. Although there is no murder cases, large petition and group events,the number of registered increases rapidly and reflects the following features:the cases of invaded wealth are increasingly growing, crimes by floating population are growing, social conflicts are more diverse, the phenomenon of prostitution,gambling,taking drugs is also repeated. There are many socio-economic reasons, such as community resident's low cultural quality, the expansion of the gap between city and country,the emptiness of spiritual lives. But the deficiencies of rural community security service is the basic reason. After learning the experience of American community policing, Singapore neighborhood police station, British rapid response system, the suggestions about rural communities security service are given,including the management of the floating population,the management of monitored population and control, the mechanism of legal education.
