Study Of The Community Policing

Community policing derived from western the fourth policing revolution in the 20th century, is an important part of modern national police reform, it changed the traditional mode of police, police and community interaction, common to the community governance, now has become an irresistible trend. Community policing in the end of 1980’s and early 1990’s has been introduced into our country from western countries, and gradually with the basis of our country traditional grass-roots public security work and materialize the police traditional fusion. In 2002, the ministry of public security is put forward after the full implementation of community policing strategy, the public security organs at all levels have to explore an effective mode of community policing, significant results have been achieved.This paper is divided into six chapters. Chapter one is the introduction, it starts with the meaning and the background of research, carried on the comprehensive of relevant home and foreign literature of community police service research,introduces the research ideas, research contents and research methods of this article, illustrates the innovation of the article. Chapter two general description of community policing, it expounds the concept of community, community policing system, characteristics, main contents, historical background, theoretical foundation and basic ideas. Chapter three community policing situation, existing problem and reason analysis of Wenzhou Lucheng, From Lucheng community policing work process and main measures, it introduced the Lucheng community policing work present situation, and has carried on the questionnaire statistics, problems in community policing has carried on the induction, analysis on the concept of police and police operation mechanism of the causes. Chapter four practice and enlightenment of the western developed country community policing, it introduce the foreign community policing construction experience and the enlightenment giving to us. Chapter five the countermeasures to solve the problem of community policing, mainly combined with the experience of the foreign community policing of the countermeasures to solve the problem of community policing is studied and discussed. Chapter six conclusion and research prospect, the article is summarized.Through the study of Wenzhou Lucheng community policing, enriched and developed the theory of community policing, to better solve the problem of social security provides a theoretical support. Through the studying, we have made some, but we should clearly recognize that only continuous innovation and improvement, the community policing idea can better development, in order to better solve the problem of social security.
