Since the third plenary session of the 18th central committee of the communist party of China national put forward the governance capability and governance system modernization objectives,how to enhance the level of governance,to achieve good governance has become the social discussion focus.Good governance advocated active cooperation between citizens and Governments and specific process of government to the people.It is the substantive participation of citizens.Who was not involved in,there is no democracy,citizen participation is the necessary requirement of democracy.The reality of China's social foundation determines its democratic construction is a process of gradual advance,Compared to promote democracy from top to bottom by political authority,promote democracy from bottom to top the,at the grassroots level,has more long-term strategic significance.Improving governance powers,we need to start from the grassroots community governance,From the perspective of good governance in community,the community social organizations is one of organizations which can enhance the of community democratic construction.The role of good governance lies in democracy,cultivate the spirit of citizens and strengthen China's civil society,etc.Study the problems of citizen participation in community,on the theory of value,helps to maximize the superiority of community social organizations as the of citizen participation in the carrier,to enrich grassroots citizen participation in relevant research,to seek a new way to strengthen the community democracy and to promote the specific development of the theory of good governance in the community level.On the practical value,based on the actual situation and the existing problems of Dalian Wanzhong community social organizations in the process of citizen participation,operable countermeasures and Suggestions are given,for its further development.At the same time,it has a certain reference value to the related departments to perfect the construction of community democratic mechanism,to improve the social organization registration,management,supervision and regulation,and give the corresponding support policy.Closely related to the connotation of good governance,and take Wanzhong communities as an example,on the basis of field survey,inspect Wanzhong community residents with the help of the community social organizations civic participation in four areas,which are social management,public service,public welfare and cultural and sports.Community social organizations is the organizational platform of citizen participation,citizen participation is the embodiment of the community social organizations for democracy and development.The main features of Wanzhong community citizen participation can be summed.Then,from the survey can dig out the democratic values of citizen participation.It include improving the quality of decision-making community public affairs,complementing government public service,which will help consolidate the legalization of service-oriented government at the grassroots level;building community consultation platform for democracy,improving the residents' political participation channels;helping foster new citizen;realizing rational resident participation,enhancing the ability of resident participation and skills.But at the same time,the survey also diagnosed three problems,including that the responsibility to implement the government needs to be strengthened,development of social organizations is limited and citizens' willingness to participate should be improved.Accordingly,put forward the following three aspects to explore the targeted and operable solution.The Government should strengthen top-level design,refinement grassroots democratic institutions and the introduction of relevant support policies,in order to promote the improvement of the living environment of social organizations;Community organizations should be balanced,to strengthen their ability to obtain external resources and enhance internal operation management capability;The residents should foster "active citizenship",let the citizen participation become a habit.Based on the research of the Wanzhong community organization citizen participation,we can get the following enlightenment:one is that the community social organizations can indeed be a democracy school as Tocqueville once said,residents in the community social organizations cultivate the competence of citizen consciousness and the spirit of citizenship,such as negotiations,tolerance,compromise and mutual understanding.Second,during the civic participation in community organizations,government incentives,organizational construction and its residents to actively participate are all necessary,among them,under the background of a not mature civil society,the government's supportive intervention is particularly important.This enlightenment provides a beneficial reference for promoting the social organization of community citizen participation,perfecting governance of community governance and promoting community democratic development.
