With the changes of international political and economic situations,China,as the largest developing country,is constantly adjusting its policiesand systems in terms of political,economy and army to ensure its national security.In recent years,with the need of military reform and combat,the number and amount of various kinds of national defense army construction projects have been increasing,which has put forward higher requirements for the management of military engineering construction and the ability level of construction technicians.The military reform isadvancing continuously,and the traditional mode has seriously restricted the progress of the national strategic adjustment and the military reform in our country.The characteristics of heavy construction tasks,complex technology,high quality requirements and strict construction period of military engineering require us to establish a set of advanced,scientific and systematic engineering management mode,to solve the problem of the mismatch between the management mode and the reform,innovation and development,so as to continuously improve the management level of military engineering construction in the new era.The EPC modeincludes all the procedures from design to construction,which has the advantages of saving cost,saving resources and shortening construction period,which has become the mainstream mode of international large-scale engineering construction.This mode is close to the actual demand of China’s development and is adopted by many high-risk and difficult construction projects in China,but it is seldom used in the field of military engineering.Therefore,the introduction of EPC mode in the management of military engineering construction can effectively make up for the shortcomings of the traditional management mode and maximize the benefitof military engineering management.This papercombines the practical problems faced by China in the field of military engineering construction,based on the basic theory of EPC and the particularity of military engineering construction project,aims at the problems of low investment benefit and lag of management mode in military construction of our country,deeply studies and analyzes the matching between EPC mode and military engineering construction project of our country,and tries to establish the EPC management mode(i.e.Military EPC,abbreviated as M-EPC)which accords with the characteristics of military engineering construction project.Taking the current EPC mode engineering construction project of the army as an example,this paper selects representative evaluation indexes to construct the index system,and evaluates the project management performance based on Triangular Fuzzy Number Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method,which plays a reference role in promoting the M-EPC mode in the field of military engineering construction.The research carried out in this paper is helpful to realize the reform of military engineering construction management system and has innovative significance for the current military engineering construction project management in China.
