Commenting On The Right Of The Inquiry Of The People's Congress

The earliest inquiry came from Britain,which called the “Mother of Parliament”,the original purpose is to limit the royal power;In the implementation of the constitutional monarchy system,characterized by citizens' ability to express their demands and participate in politics,the inquiry rights have emergenced,and play an important role in supervising the government.China had given the inquiry right to the Senate in the "Provisional Constitution of the Republic of China" long ago,after the founding of The People 's Republic of China,the law named the right as question at the begining,hower,Law of the People 's Republic of China on the Supervision of the Committee of the People adopted in 2006 set the regulation of the inquiry in a special chapter,therefore China has established a inquiry system.With the emergence of “the first interrogation case " from each province,the right of inquire became slient.A few of people say: " What are the Peaple`s congress or representatives doing when our socity in face of the threaten of food,and amouts of person go to petition?” After the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,the whole Party and people in the country put emphasize on the central idea,such as the supervision of power or put the power into the cage of regulation,along with the routin of law.Around these surroundings,it`s neccessary for us to improve the the system of People's Congress,and delelop the function of inquiry.These actives not only creat a peaceful surrounding but also promte the economy stablely and healthily.There are three parts in this paper: First,elaborating the basic theory of the inquiry,it includes the nature,notion,necessity and the interpretation of inquiry.Second,putting forward the exercise of inquiry.From this chapter,we will step into the center of this paper.It include lack of the awareness of inquiry,the challenge of the procedure of the inquiry,most of representatives need to improve their abilities of specialty,and some relevant mechanism are not implement.Third,on the basis of the second chapter,i propose the institutional framework of the inquiry.
