A Study On The Function And Limitation Of The Power List System

With the continuous development of reform and opening-up and the further development of market economy,there are so many breakthrough progresses have made in various fields in China,at the same time,the construction of modern government is lagging behind,and abuse of public power is often found.The system of power list is an system design,growing out of "new normal" economical situation and national governing system and modernization of governing ability and is aimed at removing space of power rent-seeking and regularizing power operations,through publishing right items and rights operation flows chart.The power list system is a new system created by the government administration in the new period,which has certain practical significance and deserves research from the political level Zhejiang province is the earliest implementation of the power list system.In view of its good system implementation basis and rich experience in construction,this paper takes Zhejiang Province as a case study.With effect of power restriction of list of power list regarded as research perspective,the current condition of power list is collected to master its context and further explore the effect of power restriction on system of power list.Firstly,with gradual cancellation and delegation of administrative approvals from important departments in system of power list,the scope of government rights will be reduced and cut off connection for rent-seeking of government officials using administrative approvals;Secondly,the power list outlines boundary of power and offers clear item list of governmental powers to public,therefore,the power can be operated in frame with upper and down limitations and become the basis on supervision of governmental powers by public.As a result,the wrong governmental powers performed by government will be reduced.Finally,in the operation of powers,the system of power list has opened the flow chart of power operation,"black box operation" and actions fail to follow procedures will fade away in power "sunshine" to push governmental powers into road with transparent operations.The construction of the power list system also highlights some limitations.In particular,the normative nature of the self-construction of the power list system needs to be strengthened.Second,it has not yet formed a normative document with legal nature to restrict the implementation of the power list system,which has affected the effect of the power list system.Third,the lack of citizen participation consciousness leads to the limit of supervision.The power list system also requires the government to strengthen the top-level design,and combined with other systems in order to maximize its role in limiting the power,and ultimately contribute to our country to build a limited,clean,responsible,and law-based government.
