A Study On The Problem Of Providing For Rural Left-behind Elderly Of Yongji In Shanxi Province

Objectively,the long-standing of the urban and rural dual economic structure,the household registration system,and the traditional rural old-age concept leads to the existence of a special group,that is,the rural left-behind elderly.The contradiction between the supply of low old-age pension and limited labor income in rural areas and the increasing demand for old-age cost has become the main problem faced by the rural left-behind elderly in China.It is particularly urgent to solve the problems of lack of care of the elderly living in rural areas,the weak function of medical security,and the stagnate development of community old-age security.Providing the old-age security to rural left-behind elderly is in line with the demand theory,human rights theory,the basic public service equalization and other theoretical requirements.China's current urban social insurance system for urban and rural residents,the new rural cooperative medical insurance system,the rural minimum living security system and the elderly social special care system provide a basic system guarantee for rural elderly population,including rural left-behind elderly.The rural economy of Yun Cheng in Shanxi has a certain basis.Yong Ji,Under the jurisdiction of Yun Cheng,has a certain representativeness.Taking Yong Ji as an example,the author studies the old-age security of the rural left-behind elderly by means of questionnaires and individual interviews,which can help to further improve the rural old-age security system.Through the analysis of the basic profile of the age and sex of the rural left-behind elderly in the sample area of Yong Ji,it turns out that most of the rural left-behind elderly live with their spouses or alone,lacking of child's life care.Most of the rural left-behind elderly are in general health status,and common diseases can get basic treatment,but some sudden illness cannot get good medical insurance subsidies.The pension costs of the rural left-behind elderly mainly include daily basic living expenses,medical expenses and other expenses.The income of the rural left-behind elderly is mainly from personal labor,child support,pension income and other government subsidies.From the perspective of income and expenditure,the pension break even in a low level.Through the analysis of the basic living of the rural left-behind elderly,physical health and medical condition,spiritual comfort,pension income and expenditure status,the author finds the problems of the lack of life care,the weak medical security and the lagging of the development of community pension in Yong ji City.The main causes of these problems are the decay of the role of rural traditional family pension,the lagging of rural community pension construction,the imperfect government basic social security system and so on.Considering the pension problems faced by the left-behind elderly,great attention should be paid to them in terms of pension.Measures should be taken to promote the dignity of the elderly in the rural areas,we can start from these aspects: the improvement of the new rural old-age insurance system;the strengthening of the rural family's old-age security function;the support for the rural community pension and so on.
