The disabled employment was a basic right of the disabled.It was the fundamental way to improve their living standards,integrated into social life and realized survival and development.All along,the state attached great importance to the employment of disabled groups.It issued a series of employment rules for the disabled which made the living conditions of the disabled groups improving.Proportionate employment was an important form of disabled employment.Not only promoted their full employment,but also adopted in most countries.This paper mainly took proportionate employment system for the disabled in Shenyang as the research object,took the employment aspirations of the disabled without employment as a research group.The study adopted literature analysis,comparative analysis and case analysis approach.The paper described the policy and development situation of the disabled employment in Shenyang,and compared characteristics of the domestic and foreign disabled in proportion to employment,then summarized and analyzed the domestic and foreign disabled proportionate employment 's inspiration to Shenyang.According to the existing problems of proportionate employment in Shenyang.Such as,simplified standardization of proportionate employment 's quota ratio for the disabled;The number of calculations for the disabled employment was unreasonable;The method of levying employment insurance for the disabled was not standardized;The lack of employment training channels for the disabled;Meanwhile the employment information system for the disabled was imperfect and so on.Besides put forward the corresponding countermeasures and suggestions.For instance,the implementation of quota standard differences;To adopt the point method to determine the number of arranging for the disabled employment;Standardized the way of levying employment insurance for the disabled;To increase incentive measures for proportionate employment of the disabled;To introduce many progressive penalties;Improving the quality of the disabled;Promoting the publicity of proportionate employment for the disabled;Giving full play to the exemplary role of the government;Providing a variety of training channels;As well as improving employment information system for the disabled.
