Villagers' autonomy which came into in the early 1980s is a great achievement in the process of grassroots democracy construction. After three decades of democracy-building in the course of implementation, the villagers' self-government has made remarkable achievements which has far-reaching significance in economic and social development in rural areas of the country. However, since the implementation of autonomy of villagers, the villagers' self-government organizations function ebtfremdung debate has not stopped. With the construction of a progressive deepening of democracy in China, steadily enhance the people's awareness of democracy, the villagers' autonomy alienation has increasingly become the focus of grass-roots work.In recent years, various kinds of authoritative newspapers frequently reported the villagers' autonomy organization was becoming bigger and the payroll expenses and daily source of income was depended on the collective land transfer, there was even a worse corruption scandals and mass incidents. The villager should enjoy the outcome of the rural construction achievements but showed indifference to villagers' autonomy and lack of knowing right to the policy imformation which accelerated the alienation of the village committee into the next level administrative body under the grassroots township government leadership (referred to two government).Why the rural villager autonomy organization is alienated to "two government"? What is the logic of this kind of function alienation? Through literature research, case study, interview, access to a wide range of literature, using the theory of alienation, institutional change theory and the theory of democratic participation, this paper discussed the road of alienation, the root of the system and the management direction of the future function of the villager autonomy organization since 1950. Through case studies, this paper emphatically analysis the actual situation of autonomous organization of the A town of Pudong New District, investigate autonomous organization function alienation status quo within its jurisdiction. While studying the village committee organization structure, Township government's recognition to the village committee personnel, work content and fiscal balance of the village committee, to reveal the changes of relationship between state and society in Chinese modernization process, which can provide theoretical guidance for the villagers self-government building and promote the modernization of rural governance and the stable development of the rural society.Since this study is based on autonomous organization of A town, for the function alienation of the villagers autonomous organization, more representative cases are needed to be studied.
