To Explore The Service And Supply Of Urban Bike-sharing-system

In recent years, with the rapid development of social economy driven by "great leap forward" of urban traffic development, issues of urban traffic arise, resulting in the traffic congestion of rail transits, buses, private cars and small trucks. Seriously, it tends to cause environmental pollution problems in climate, ecology and energy areas.Public bicycle has many advantages, such as flexibility, convenience, zero pollution, energy saving, money saving, and traffic pressure alleviation etc. Many cities has introduced bike-sharing-system in our country. Thus, the construction of reasonable and effective bike-sharing-system is one of the important conditions to ensure the normal operation of this system. This paper starts from the property of the public bicycle, on the basis of quasi-public good theory and related concepts, comparing the supply mode of public bicycle in domestic and abroad, taking the bike-sharing-system in Huzhou as the research object, focusing on the study of urban public bicycle service supply and related contents. Through the surveys of Huzhou bike-sharing-system users and relevant administrative departments, to find and analyze the status and the problem in the management and operation of Huzhou's bike-sharing-system as well as the deep reasons of the problems existing in the management of bike-sharing-system, such as the high supply costs, the single supply mode, the inefficiency management, and the low quality of services. Finally, the paper aims to put forward the ways to optimize the supply of bike-sharing-system, through the analysis on the reasons of why the government and the enterprise function boundary is not clear, the lack of coordination mechanism, the management system is too complex, and the supervision and safeguard mechanism is not perfect, aiming at some common issues in current urban public bicycle service project, combined with the quasi-public good theory and the successful cases in the construction and development of bike-sharing-system in domestic and abroad.
