A Study On The Path Of Government Function Transformation

After thirty years’ development at high-speed, China’s economic growth rate finally slowed down. China begins to step into "new normal" stage in all directions. It’s strategic goals in economic development shift from’ maintaining high-speed growth’ to ’keeping medium and high-speed growth and to obtaining medium and high-level’. This transformation sets a higher requirement on our country’s economic development quality and gives rise to China’s all-round reform in economic and social fields. To achieve new goals needs government to take the lead. In the past, our market economy was an economy dominated by government. The government impacted on macro and micro economic fields directly which promoted the development of China’s economy but also restrained the exertion of market. So we have to transform the government function to coordinate relationships among government, market and our society which is the vital measure to achieve our economic goals. Based on these, this thesis takes government function transformation as research object and is aimed at seeking feasible routes which can make government function adapt itself to new normal’s new demands.The thesis begins with the interpretation of ’new normal’ and ’the transformation of government function’. Through analyzing their basic connotation, the author summarized the demand from new normal which is to ask government to strengthen both ’the decisive role of market’ and ’the pubic services capability of itself’. However, after the research of running status of our government function, the write found that both the ’offside’ and "absence" phenomenon are existed which may be caused by unreasonable administrative idea, system and practice. As we know, these deviations make our government function unable to meet the requirement of new normal, so we have to transform the government function as soon as possible. It is necessary to study foreign governments’ major initiatives before we begin to transform government function. Their initiatives at both industrialization period and post-industrialization period have guiding significance for China’s industrialization and can help China to deal with the new round of industrial revolution more smoothly. In a word, drawing lessons from foreign governments can contribute our government to make proper strategic judgments and can promote the realization of domestic economy transformation.Synthesizes the above analysis, the author focuses on the new normal and puts forward a series of specific measures to direct the transforming of government function which can summarized into three aspects-optimizing administrative idea, transforming administrative system and improving administrative practice. The author hopes all these measures will promote the transformation of government function, and will finally lead the whole society to understand the new normal, to adapt to the new normal, to lead the new normal which will promote the benign development of our whole society.
