The Exploration On The Supply Mechanism Of Long-Term Care Service For The Elderly

The generation of long-term care is closely related to the aging of the population.The problem of aging population comes with the change of the population structure:low birth rate,low death rate,low natural growth rate of population reproduction type,which makes the old people in the society increases continuously,the scale expands unceasingly.The physical function of the elderly with the growing age of the reduction and loss,life self-care ability decreased or even lost,disability,semi-disability of the elderly continue to increase,the quality of life of the elderly are adversely affected.The change of human disease spectrum,the development of medical and health technology,the improvement of the level of economic life,making the elderly life extension;at the same time,it had to face chronic diseases such as cardiovascular and cerebrovascular diseases.However,with the development of the economy and society,the smaller of family structure,the social labor participation rate of women increased,urbanization and other phenomena,making the traditional dependency on family support for old-age support be hit.Long-term care service for disabled elderly and semi-disabled elderly are severely challenged.Throughout the world,in some countries such as Germany,Japan,Israel,South Korea,and the United States,there has been a long-term care guarantee system in order to cope with the needs of the elderly.Whether it is in economically developed countries in Europe and America,or in the East Asia countries which Confucian culture occupies an important position in the cultural circle,long-term care has become a rational choice for the countries to deal with the problem of aging population,maintain the healthy development of the economy and society.In the face of the social reality of the aging population,the average life expectancy of the population prolonged,the increasing number of disabled elderly,how to deal with the growing needs of the elderly long-term care needs,has become the focus of the current population aging work.This paper is based on the related concepts of long-term care,focusing on the theory of responsibility sharing to study the long-term care service supply system.By understanding the long-term care service supply situation,and investigated the service supply of old-age care institutions in Zhejiang Province,especially the life care,medical care and emotional support.The survey found that the satisfaction degree of life care and spiritual support in the institutions is relatively high,and the satisfaction degree ofmedical care service is relatively low;and there are problems of the shortage of nursing staff and the difficulty to maintain the rights of the elderly.Then it analyses the main difficulties and causes in the supply of long-term care service,and constructs the supply mechanism,which is based on the establishment of service time as the standard level of recognition,and carrying out three ways of supply: “Home-community type” as the main carrier,the private pension agencies as the main body,and severe disability of the elderly as the main target,and pay attention to the education and training of long-term care service personnel,and also the whole process of quality control in long-term care service.
