The failure of the government and the market makes the community has a deflection in public resources allocation and solve the problem of residents, the community failed in solving grassroots people appeal. At the same time, street committee system and unit system declining as well as the formation of civil society had a great impact to the community of the original work mode. The community in urbanization conflict is concentrated in interest and concept, community governance contradiction is more significant.At present most studies focused on the pilot reform mode, the empirical analysis of the community governance focused on the influence factors of affect residents'participation behavior analysis and the situation of community service providing. The research about the functions of community governance structure and situation of the community consultation mode is uncommon.Through the analysis of domestic and foreign literature and several kinds of typical community governance mode of community governance in our country to generalize the generality of the resident participation, breakthrough in residents'participation in political affairs, the current situation of the residents participate in community activities and community affairs consultation way three aspects. Analysis the urbanization of the possible reasons for the insufficient of residents' participation in community governance, considering the causes of deficiency of urbanization in the community governance residents participate in three main areas:One is the imperfection of the supply structure of community governance functions, neighborhood residents in community activities focus on less consider the actual demand; Secondly, residents'autonomy ability needs to be improved, empty most of the residents have the enthusiasm to participate in community affairs, on the night but participation method and the construction of the capacity remains to be strengthened; A third is community consultation mode is relatively backward, opinion leader to the community public opinion proportion is larger, the influence of the equal participation, equal dialogue, negotiation model has not yet formed.According to these three kinds of reasons, the author from the present situation of community residents to participate in political affairs, the current situation of the residents participate in community activities, community residents of community governance functions consultative status four angles design the questionnaire, investigated in Changan Weiqu square community. The result of the questionnaire analysis conclusion is as follows:First of all, the residents' committees should expand their publicity, let people know more about residents' committees. Second, the way and the range to participate in community activities should be expand. Third, on the functions of community structure, shall be collected according to the residents preferences on the opinion, neighbourhood relations coordination or other functions of the community. Finally, on the community consultation mode, should adjust measures to local conditions of different negotiation model, and on the choice of negotiation issues residents pay more attention to the actual demands.
