Study On The Participation Of Community Governance For Residents Of J Community In Xining City

With the rapid developmemt of industrialization,informatinatiodm and urbanization,as well as the deep revolution of social economic structure,interest pattern and people's ideology,varieties of social problems and contradictions are now threatening social governance,making community governance a frontline of social governance.At the Fourth Plenary Session of the 19 th Central Committee Party of China,it was proposed that“self-management,self-service,self-education and self-supervision should be widely implemented in urban and rural community governance,grass-roots public affairs and public welfare undertakings”.Under the dual promotion of theory and practice,community residents,as the master of community,participating in community governance has become an inevitable trend of community development.For northwestern residents in China,when participating in community governance,they are faced with problems as same as other parts of the country,at the same time,these problems have its own special situation.How to improve residents ' ability to be involved in community governance,broaden the channels of participation,and guide residents to deal with ethnic and religious affairs and promote national unity in this process is not only related to the improvement of J community governance level,but also of great significance to the construction of a harmonious society and national unity,which is worthy of discussion and research.This thesis aims to analyze community governance situation by taking the participation of residents in Xining J community as the research object.The author takes ways of questionnaires and individual interviews under the guidance of “public participation theory”,“governance theory”,“Marxist national theory” and “social capital theory”.The research is based on a process of “Finding problems-Analyzing causes-Putting forward countermeasures”.Based on the research,this paper points out that the following problems exist in J community residents' participation in community governance at present: The differences among ethnic groups restrict the residents' participation energy,the motivation of participation focuses on personal interests and affects the participation effect,the participation ability of communityresidents needs to be improved,the development of community social organizations is not perfect,and the participation guarantee mechanism is not perfect.In view of these problems,the writer put forward the following countermeasures: to build a demonstration community of national unity and progress,to cultivate the community consciousness of the residents,to improve the ability of residents to participate,to broaden the channels of residents to participate,and to improve the mechanism of residents to participate in security.
