Research On The Present Situation,Problems And Countermeasures Of Residents' Participation In Wuxi E Community Governance

With the objective development of the economic transition and social transformation,the type of community has evolved from a unit system in the period of planned economy to a community system in the new era,and community governance has subsequently been transformed from traditional administrative community management to cooperative management.And now the model of community governance is autonomous.In this process,the main body of community governance from individuals to organizations,can be described as more and more diverse,in which the sense of participation of community residents is constantly strengthened,participation ways and means are more and more diverse.E community of Wuxi is a mixed community that includes 2 commercial housing estates and urban villages.In recent years,community residents have participated in community governance through network management,invitation consultation,auto-nomous management group,and micro-autonomy building,and received achievements and honors at all levels from the street to the municipal level.However,many problems still appear in the process of residents participating in community governance.For example,public awareness is generally low,participation is not strong,passive participation is predominant,residents' representatives are lacking,the means of participation are limited,and self-efficacy is not high.Of course,it also includes the imbalance between the geographical distribution of the participants,the nature of the personnel,the age of the participants,as well as the participation time,area,vision and the actual results.The reasons for the problems include the traditional cultural psychological constraints,insufficient community governance propaganda,strong heterogeneity of residents,the increasingly obvious role of rational people,the small number of self-organized communities,the lack of positive feedback on participation,and the distance between residents' homes and community.At the same time,residents' free time,familiarity with the surrounding environment,and their demands are different.Of course,the emergence of the problem is also affected by such major environmental factors as the "withdrawal of village construction",the new citizen policy,and the election system.In order.to enhance the enthusiasm of residents to participate in community governance,enrich the ways to participate,enhance the sense of participation effectiveness,and improve the effectiveness of participation,it is suggested that the following three aspects should be improved.First,promoting the concept of governance through national education and community activities,while highlighting successful community governance examples,so as to form positive ideological persuasion,helping residents to raise public awareness and a sense of the need to participate.Second,by creating a good family environment,identifying and training residents' representatives,enriching community social organizations and professional social organizations,and other community self-organizations,we can cultivate positive areas conducive to residents' participation,increasing resident representatives and means of participation.Third,with the healthy development of politics and economy,we can strengthen residents' participation foundation,develop community governance participation projects to enrich residents' participation experience,and pay attention to residents' school and working life to enhance their sense of control over the process of participation.
