With a rapidly aging population in China,the pension problem for the whole society has become more important in China.The existing pension facilities cannot meet the increasing demand for pension services of the elderly,which indicates a large potential for China's private pension markets.Thus,the huge potential attracts a large amount of capital,and induces a high demand for land use.China's pension industry is currently in its early stage,and investors are exploring and testing how to develop and operate pension services gradually.Land acquisition is a primary problem for pension service industry.There are two major issues:the difficulty of land acquisition land and high costs of using land.Based on the investigation of the current situation and existing problems of China's commercial pension institutions,this paper analyses the land acquisition mode of China's commercial pension services institutions in order to better understand the critical issues of commercial pension institutions and promote the development of China's pension industry.The study uses both qualitative and quantitative methods.Also,a survey on pension institutions and a case study method are used.First,based on the review of previous studies and the present situation of pension services institutions,the paper compares the advantages and disadvantages of four different modes of land acquisition,including land allocation by governments,land auctions,land use right transfer and land leasing.Second,we conduct a survey with questionnaires on land acquisition modes of commercial pension institutions in Jiangsu province,and then carry out a statistical analysis,discussing the current situation and related problems of land acquisition in Jiangsu from a multi-angle perspective.Third,using an ongoing pension facility project owned by "A" company in Nanjing,Jiangsu province as a case study,this paper further discusses the advantages and disadvantages among different land acquisition modes such as the land auctions and land leasing.Finally,this paper concludes with policy recommendations.First of all,in the current situation,land leasing or land auctions through grouping or corporation with other real estate companies might be an optimal mode for a commercial pension services institution to obtain land.Second of all,pension institutions and their associations can actively engage in the government's land consolidation and acquire policy supports from local governments regarding the land use,and push governments to treat land use for pension services as a new classification in land use system.Finally,we recommend that commercial pension services might enter rural markets in order to achieve a win-win cooperation with rural collective pension service institutions.
