The Research On Chinese Rural Community Management Model Based On Contingency Theory

With the deployment and promotion of the Chinese New Urbanization strategy,strengthening rural community management is increasingly becoming the key to the realization of population urbanization.Ho we ver,nowadays the rural community management model lags behind the development of community construction,and the management model is unitary and unified,which is not in line with the development of the community.Moreover,the domestic researches on managing community have paied attention to the case study of one rural community and how to manage the urban ones,and they have not yet put forward the generalized community management models.Due to the differences between the functions and characteristics of the rural community and the urban community,the former can not fully refer to the existing urban community management models.Based on the macro-social background,this paper tried to analyze the factors influencing the rural community management based on the national key project"Research on the Key Technologies of the Evaluation System of Livable Villages and Well-off Housing Construction"(Grant NO.2013BAJ110B15),and constructed the contingency model of the rural community management.Followings are conclusions:(1)Because of the different characteristics existing among China's rural communities,it's unsuitable to apply the same rural community management models.It is necessary to build the contingency model of the rural community management from the perspective of dynamic development.However,the contingency model are not without universality.Summing up the influencing factors and dividing areas with same or similar management situations into one group,which do good to the adaptability of management models.(2)This paper constructed the contingency model of the rural community management based on "one main line and two dimensions":the influencing contingency factors have been divided into two main categories namely economic factors and autonomy factors,among which economic factors include urbanization and industrialization and the factor of self-governance includes personal quality and managerial ability.Through analyzing how these factors influencing management,the contingency management model of the rural community has been constructed.(3)Four typical management models have been analyzed namely government-led,elite-dominated,mixed-type and autonomous Chinese-style,and analyzed the rural community management will experience the dynamic development process from Government-dominated to hybrid until the realization of residents' autonomy.The innovation of this paper is to combine the contingency theory with the research on Chinese rural community management model for the first time and constructed the contingency model of the rural community management.
