Emergency incident always has a great social influence on public world,and arouse the public attention at the shortest time.This help smooth the emergency rescue schedule and led to a better emergency resource allocation.The high value given by our society of the emergency rescue which guarantee a plenty of emergency supplies.And it is apparently for the emergency resource,once the public accident attract the public attention,the whole society even the individuals want to make a contribution to help.It always come to another side when we cannot control the degree.Excess emergency supply is another phenomena in this time and become a new challenge to emergencyResource allocation.Criticism of this phenomenon is growing as well.Due to this situation,this thesis research how to increase the efficiency of emergency resource in the process of rescue and make a better use of this precious resource.This thesis classified the allocation into two parts.First part is the positive forward of emergency resource allocation.This allocation happens with the time of emergency incident,so as to reduce the spread of disaster and coordinate the rescue program to the affected area.The second part is the reverse allocation of emergency at the moment of the incident have stepped into the recovery stage and gradually reaching a relatively steady state.Therefore,this article do the research of emergency resource based on the mode of cycle logistics.And emphasize to improve the economic performance after the normal rescue is guaranteed.Moreover,the positive and reverse allocation of emergency resource are the two aspects.The forward emergency resource configuration is on the basis of the requirements from the accident spots have been satisfied and then through improving the reasonability and flexibility of every step of the forward allocation including choosing the most appropriate relief points,perfect forecasting the emergency supplies,dynamic regulation of emergency resource allocation schedule and so on.Comprehensive above factors,this essay build the forward emergency resource dynamic allocation model,and due to the predicted deviations,use the interval number as the basic operational units in the calculation.The reverse allocation of emergency supplies is the other solution of improving the economic performance and also the social performance and environmental performance.There are three kinds of resource needed to be recycled,including the unused resource,used but could be reused and the one harmful to the environment.In this part,this thesis build the reverse allocation of emergency resource based on the three triple bottom line which contains the economic line,social line and environmental line to make this process to be a multidimensional one fully considered the environment,society and economy.The allocation of emergency resource is a complicated problem,and should consider many aspect before doing the decision.This thesis put emphasis on how to improve the economic performance of the whole rescue through the forward and backward two sides.
