Common foreign and security policy of the European Union originated from European security cooperation.After twenty years from its birth,is has become the most important policy tool of EU external action.CFSP is made by The European Council,conducted by the European Commission and the HR,supervised by the European Parliament.It has formulated a relatively mature system of policy making,conducting and assessment,possessing rich military and civilian resources.So far,CFSP's main functions are maintain international peace,mediate regional conflicts and provide development aid to war-torn areas.So far,the CFSP has providing a negotiation platform for member states,addressing regional conflicts,shaping European Identity to a certain degree.The refugee crisis which began in 2015 has brought the EU unprecedented lash,triggered a series of non-traditional security problems such as terrorism threat,the rise of right-wing political thoughts,large amount of asylum-seekers,which EU has to address by CFSP.This article tries to examine how CFSP response to this crisis,whether it make any adjustments.Methods of historical review,data analysis,comparing and theoretical research will all be used in this article,hoping to draw a full picture of CFSP's strengths and weaknesses.This article is divided into six chapters:Chapter One is preface,it introduce research background and research question;Chapter Two describes the history and current state of CFSP;Chapter Three reviews the military and civilian resources CFSP owns;Chapter Four tries to summarize CFSP's functions by study on its past and on-going practices;Chapter Five presents the challenges refugee crisis brought to CFSP;Chapter Six analyses CFSP's reaction and adjustment.Research found out that although CFSP's response to the refugee crisis did achieved something which beyond individual mumber state's capacity,such as raised guiding principles and roadmap,reached agreements with a third country,protected common borders,coordinated mumber states' positions and maintained regional peace to some extent.But these policies took place only because they were tally with mumber states'interests,once contradicted to them,they were hardly implemented.Relocate refugees was a vivid example.The intergovernmental characteristic of CFSP is the most important reason of its weakness.Apart from that,strategic vagueness and historical issues also contributed to its weakness.After the refugee crisis,CPSF hasn't make any significant adjustments,so as far as I can see,CFSP will be constrained to various interior and exterior factors and remain weak,the political integration of EU will take a long way to go.
