With the alternation of relations between Sovereign and International System, the International Relations Theories have developed greatly. Tracing to World War Two, the new wave of International theories and research methods were prone to thriving and being prospective, especially the significant alternation of Europe, which was the core of traditional international system. National States in Europe struggled for cooperation and peace and then set forth to Integration. Consequently, Regional Integration became one of the most International Relations Studies agenda. Various of theories are applied for explaining and interpreting the thriving phenomena, which are not only the traditional International Theories- Realism and Liberalism, but also kinds of middle-range theories and post-positivism.Stepped into 21st Century, the deepen of European Integration, the more disputes among the interpretation, which is pervaded in Europe Security and Politics Cooperation. While the Maastricht treaty was published and the following Inter-governmental Conferences, the CFSP has been improved and developed. Via the dimension of institutions and policies, EU exerts influential impacts as a global actor, which interacts with international society with a special pattern. Although US, Russia, E3 and PRC disputes in Iran Nuclear issues, UK, France and German, with the high representative of CFSP as a negotiator advocates positive and proactive negotiations with Iran, not only to some extent alleviate and resolve Iran Nuclear Crisis, but also cultivate the identity of EU as an integral global actor. The dissertation intends to discern the decision-making process with the perspective of foreign policy analysis during the Iran Nuclear Crisis. More precisely, in order to figure out the behaviors of multi-levels actors in the decision-making process, national level, super-national level and sub-national level, which exert relevant effects on the decision result, then assess the decision result. In the end, the article concludes the characteristics of Europe Common Foreign Policy, multi- level interaction, shaping identity and grouping decision. In order to testify the foreign policy decision towards Iran nuclear issue, we need to trace the process of decision making. According to George and Bennett, process-tracing facilitates the tracing of links between possible causes and observed outcomes and lead to an analytical explanation. Therefore, the dissertation emphasizes the interaction between structure and agent-the dynamic of agent and structure, which surpasses the effects based on unilateral dimension of agent or structure, but also exceeds the decision-making process based on rationalism, which includes the variables such as identity and notion. |
