"The three principles for the restoration of relations between China and Japan",which is the People's Republic of China proposed the conditions to normalize the diplomatic relation with Japan,it demands Japan to recognize the following three principles:the government of the People's Republic of China is the sole legitimate government representing the Chinese people;Taiwan is an inalienable part of the People's Republic of China;the "Japan-Taiwan Treaty" is illegal and invalid,and must be abrogated.It is the core of the normalization of Sino-Japanese negotiations,and is the bottom line of the Government of the People's Republic of China to establish diplomatic relations with Japan.What measures have been taken by the Japanese government against the three conditions of the Chinese?Then Japanese Prime Minister Kakuei Tanaka visited China and negotiated normalization of diplomatic relations,mentioned the problem,repeatedly indicated that they have difficulties in achieving recognized by Parliament,so hoped the Chinese side can understand them on the third principle which "Japan-Taiwan Treaty" was abrogated.Then,what is the attitude of the Japanese Parliament for China's conditions?And what was discussed?This article aims to analyze the Japanese government's acceptance process about "the three principles for the restoration of relations between China and Japan",and through expounding the formation of three principles,the discussions of the Japanese Parliament,as well as the final way of approaching.It is a long and complex process to propose "the three principles for the restoration of relations between China and Japan".Its theory foundation of the formation is "three political principles" of the late 1950s.In April 1972,Chairman of Democratic Socialist Party reached an agreement during visiting to China,and formed its specific contents.In order to meet the needs of the international situation and normalize of relations with China,Japanese Parliament began to discuss China's three principles.From the end of Sato policy to Tanaka' visit to China,Parliament attached great importance to this issue.Opposition parties insisted that the Government should admit these three principles,but the Japanese government hadn't clearly expressed the attitude of the three principles to Parliament until Tanaka visited to China.During the Japan-US summit meeting,Tanaka promised the United States only to recognizes the first principle,the second said "understand and respect",and would continue to maintain bilateral economic and trade exchanges with Taiwan after "breaking off diplomatic relation".And on the third principle,it was until the Beijing Summit,foreign minister orally declared that the treaty was invalid to settle.The Chinese side accepted this approach,eventually achieving the normalization of the two countries.Based on above analysis,on the issue of three principles,Parliament is just a shield of Japanese government in the negotiations with China.Parliamentary discussions put pressures on the Government to some extent,but didn't play a decisive role for the Government to set foreign policies.
