On Grassroots Government Performance Evaluation From Perspective Of Service-oriented Government

Nowadays,service-oriented government and government performance evaluation are no longer new nouns.They have experienced the popular application from the field of theoretical research to the social practice.The concepts of service and performance have also gone deep into the process of Chinese Administrative System Reform.These were recognized by the general public.Compared with the mature experience in the theoretical circles and the practice of the provincial and municipal governments at higher levels,the government performance evaluation is still quite embarrassed in the practice of the grassroots government at the county level.For example,the index system which is suitable for the service-oriented government construction target still needs to be optimized.There are obstacles between the effective participation of the public.Human problems affect the degree of assessment of the fairness of the results,and so on.In this article,the government performance evaluation conducted in the S District of a city in Jilin Province is analyzed,and the literature research method and case analysis method are used to focus on the common problems existing in the specific operation of the grassroots government performance evaluation.Easy to neglect the micro-level problems and analyze the causes of the problem,focus on grassroots government performance problems,the system construction and the cultural training.The objective of this study is to explore solutions to the problems for the grassroots government to find out a comprehensive and sound,simple and effective,fair and efficient performance appraisal path to adapt to the development of the times and social needs.
