On the 21 st century,Japan is seeking the restoration of the "strong Japan ",reasserting its first-class status in the world.Since Abe's second cabinet come to power,it has actively promoted the post-war system,through the ban on the exercise of collective self-defence,making security legal system,and modifying defense program outline for "military power".As for external policy,Japan,with the name of "active pacifism" has been pushing the "overlooking the globe" diplomacy,formulating "southeastern Asia's new five principles",building "democratic diamond alliance"(Asian version of NATO),and making "Asian version of NATO"(TPP)etc in order to establish "Asian leader" status and build its own leading system.At the beginning of the 21 st century,as it were,Japan has entered a new national strategy transition.In August 2016,on the sixth African development conference(TICAD),Mr Abe explicitly put forward the strategy of "freely open to the Indian Ocean and the Pacific",and regarded it as Japan's new "diplomatic strategy",which essentially extended the "print"(India)-Pacific geopolitical "new concept" to Africa stressed by Abe.The implementation of the strategy,is not only an important embodiment of national strategic transformation,but the expansion strategy of "space".Japan's strategic planning in Africa is an extension of the traditional strategy with the focus on the future construction of strategic stability in Africa's strategic considerations as well.On the one hand,such a strategy has embodied in the form of the sixth African development meeting,the content of the strategy "free open to the Indian Ocean,the Pacific",as well as Japan TICAD mechanism reforms;On the other hand,the strategy has shown through the timing of this strategy,specifically for China,the United States,the European Union and other African countries,which was used as a strategy of "new" and "strategic" future long-term design.Given the long-term influence of Japan's updated strategy for Africa and thestrategy of "freely open to the Indian Ocean and the Pacific",this article follows the overall research ideas "strategic background,content,strategic support,strategic effect",making clear that Japan emphasized and extended the concept of "printed" intrinsic motivation and the potential motive,analyzing the core content of the Japanese strategy and framework design,analyzing safeguard mechanism arrangement and evolution of the strategy implementation,interpreting Japan's strategic layout and far-reaching impact in the future.Therefore,for China's strategic analysis and strategic response,we should do some useful theoretical exploration.In addition to the introduction,the full text is divided into five chapters.Following is the specific content:The first chapter is mainly about the background of launching the strategy of the Pacific Ocean.The main part shall be the study of the concept “India-Pacific Area”,and Japanese corresponding strategic arrangements and difficulties.It has focused on the research Japanese policy towards Africa historical evolution and development process since 1993,as well as the problems and challenges.It has analyzed the strategic intention of reality Abe put forward at the sixth Africa international development meeting in August 2016.The second chapter is mainly about the basic content of the strategy "free open to the Indian Ocean and the Pacific".It has analyzed Japan's strategic goal of Africa,strategic vision,analysis of Japan's policy towards Africa specific arrangement.It also introduces the specific content of Japanese' policy,focus and direction towards Africa from two aspects over the next three years.The third chapter is mainly about supporting mechanism of Africa international conference on development strategy(TICAD).It has mainly analyzed the origin and development of the international development conference(TICAD)course,summarizing the main achievements of six meetings so far,the mechanism of evolution and different policies of Japan.On this basis,it analyzes the role and influence of the mechanism on the relationship evolution between Japan and Africa.And then,it has analyzed mechanism security of the free and open Pacific Ocean strategy.The fourth chapter mainly analyzes the open Pacific Ocean strategy and Japan's expectation.It has analyzed Japanese open strategic considerations of the Pacific Ocean strategy from three aspects.In the 21 st century,the relationship evolution is the long-term goal of African policies carried out by Japan;Promoting Japan's status in the African strategy pattern is the first Japanese strategic consideration;Enlarging Japanese influence in "India-Pacific" strategy is the regional arrangement in order to achieve two goals mentioned above.It analyzes Japan's specific expectation towards Japan-Africa relationship after Japan put forward the Indian Ocean-Pacific strategy from the three aspects.The fifth chapter has mainly studied the Japan-Africa relationship under the strategy of "open to the Indian Ocean and the Pacific".It has mainly analyzed the multiple effects of "free open to the Indian Ocean,the Pacific" strategy put forward by Abe on the 6th Africa international conference on development(TICAD).As well,it analyzed Japan's policy towards Africa,predicting the developmental trend of the relationship.
