Divergence Between China And U.S. Upon Nuclear Arms Control During Obama's Administration

When Obama became the president of United States,he put forward a new nuclear policy based on the pursuit for a nuclear-free world in order to change the bad situation of United States in the nuclear arms control affairs.To enhance the leadership of United States,Obama released “Nuclear Posture Review" in 2010.Compared to President Bush,there are some adjustments about the nuclear policies in the United States.Nuclear terrorism is regard as a more serious threat to the U.S.than nuclear weapons in influencing countries.Besides,nuclear deterrence is enhanced and it is used to protect both the states and its allies.America has also improved its global missile defense system.In the term of nuclear arms control,U.S.is more willing to use the method of cooperation.China and United States both are influencing countries in the world which own nuclear weapon for each other,so it is important to discover the divergence between China and United States upon nuclear arms controls.The divergence between China and United States upon nuclear arms controls during Obama's administration includes their different opinions about nuclear strategic stability,the different principles about nuclear arms control and divergence upon nonproliferation in certain areas,such as North Korea.There are many reasons leading to these divergences.First of all,there is a big gap of power between China and United States,including both nuclear power and national comprehensive power.Secondly,China and United States hold different opinions about nuclear weapons and nuclear strategy.Thirdly,China and United States have different opinions on their relationships.It is very important to find out what those divergences are since it not only influences the strategic ability on Sino-US relations,but also means a lot to the worldwide nonproliferation and nuclear disarmament.Now even if Trump is in charge of United States,but the divergence between China and United States upon nuclear arms control won't change in a short time,considering the core interests for both China and United States won't change.In order to eliminate the divergence,some suggestions are posted in this article.First,the most important thing is to strengthen political mutual trust between China and UnitedStates.Secondly,improving the mutual understanding is also good for further cooperation.Last but not the least,it is significant to stress the meaning of being relative equal and try best to avoid violence.
