Research On The Innovation Of Administrative Law Enforcement In Sub-District Office

With the development of society and economy,it is very important to improve the level of urban management and to promote the administrative law enforcement efficiency of sub-district offices.It is one of the most pressing problems worthy of being studied,because it is the requirement of advancing rule of law and constructing socialist harmonious society.The introduction makes a description of the background of legal government construction in China,which proves that improving the ability of administrative law enforcement of sub-district offices is an important part in Legal China.The paper puts forward the necessity and urgency in reforming the administrative law enforcement of the sub-district offices in urban management.Through plenty of researches and on-the-spot investigations,we got a great deal of good ideas and experiences in domestic and foreign advanced areas,then processed detailed analysis and study.This paper makes a deep research upon the methodologies of investigation,comparison,literature study and institution analysis.The paper improves new ideas and measures,with accurate topic,correct logic,clear structure,and detailed and reliable arguments.In order to solve the current problems existing in the administrative law enforcement,the paper lists the difficulties in practical application,which are focused on analyzing and sorting of problems,and then sets up a new system for the promotion of the administrative law enforcement efficiency of sub-district offices.The innovation of the paper is its systematic and accurate research for specific objects.Then the theory is applied to practice.The innovative methods are applied in the administrative law enforcement of the sub-district offices.The first part of the paper discusses the in practical work.In addition,considering the properties of the work in district's government and sub-district offices,we draw the comparisons between the district government and its subsidiaries and the sub-district offices,then conclude the characteristics of the administrative law enforcement work,which include integrity of law enforcement industry,definiteness of law enforcement content,multiformity of law enforcement mode,and the relevance to social organizations.The second part of the paper emphatically analyzes the current difficulties and problems of the administrative law enforcement of sub-district,such as low efficiency in practical work,indetermination of divisions of department functions and work cross functionally etc.The critical question is the uncertainty of the administrative law enforcement functions between various functional departments,including unclear responsibilities in district government bodies,unclear responsibilities between district government and sub-district offices,and unclear responsibilities between different sections in a same sub-district office.This problem should be realized and solved.Based on the practical research on the case of Nankai district in Tianjin,we summarize six problems which provide the accurate direction for the next reform scheme,these are the indistinction of the functional departments,inefficiency and waste of administrative law enforcement,the unsound in the law enforcement mechanism,the poor environment in law enforcement,and so on.The third part of the thesis gives a concrete proposal and a detailed way,which definite the law enforcement main body and the specific power,the institutional reform in sub-district office,the mechanism creativity,the information grid management,the connotation in law enforcement service,and the construction of the administrative law enforcement team.This paper gets a certain breakthrough in theoretical.Furthermore,the reforme scheme has been carried out in 171 communities,12 sub-districts in the whole district.The good result has been accepted by the government,the functional authority,sub-district offices,and the citizens,which has received a high practical value.The conclusion reiterates the reformed functions of the sub-district office,which brings to the changes of the institutional,and promotes the institutional reform of twelve sub-district offices in Nankai district.The result has been get to streamline the number of organs,reduce the link of the process,solve the problems of confusion of post,authorized size of the body,and the personnel promotion in the public institution.This reform improves the efficiency greatly,which has got the consistent support from sub-district cadres,workers and masses.This crucial revolution provides a high way to achieve the objectives and tasks of the social management affairs in sub-districts,and gives a good foundation of the mechanism innovation,the expansion of service content,the information network management,and the follow-up works.Finally,the author conducts a comprehensive review of this project,and gives an effectiveness evaluation matter-of-factly.With a large amount of serious consideration and self-examinations,the author analyzes the shortcomings in this work,puts forward five constructive suggestions which are valuable in the next works.
