The Research On Welfare Dependence In Chinese Rural Minimum Life Security

Current rural minimum life security system starting in 2003.It was organized by ministry of civil affairs.It lets no matter rural minimum life security system or rural destitute families relief system run for raising the level of rural life which pushed nationwide establishment of rural subsistence allowances system.Hebei Province is determined to establish rural minimum life security system in 2006.Rural residents whose average personal income level is lower than the area minimum subsistence level can apply for subsistence allowances which comes from government’s rescue.In recent years,more and more impoverished people have been helped by the rural minimum life security system.But many scholars have raised questions about the rural minimum life security system only helped the lazy people.The public also have such concerns.The questions those scholars worried about,are they welfare dependence?In western countries,research on welfare dependence have achieved rich results.Combining with China’s national conditions and western research results,this paper define what welfare dependence is,using the combination of subjective and objective methods.This paper put forward the key concept for welfare dependence is the lack of the problem-solving ability and awareness,compared the people who gets the subsistence allowances with the people who doesn’t.this paper proposed four aspects to judge the people who gets the subsistence allowances belongs to welfare dependence or not,first,observing their living conditions.second,determining whether they have the willingness to access to employment and skills,third,whether poverty will affect the next generation.fourth,whether welfare system have its system problems.Based on the methods aboved,The paper has carried on the empirical research,using the people who gets the subsistence allowances coming from Jingxing section Hebei Province for the objects.The paper combine questionnaire survey and interview,to investigate the people who gets the subsistence allowances and ordinary residents and community workers.this paper divided the people who gets the subsistence allowances into two parts,partial disability group and sound ability group,To study their psychological and behavior data.Combined with the results of the interview,This paper studies the existence of welfare dependence in Jingxing section,Hebei Province,from four levels,the status of the people who gets the subsistence allowances,their willingness of working and the willingness to obtain employment skills,whether poverty will affect the next generation,welfare system problems.According to the results of questionnaire survey,this paper compare two groups’ data about "consciousness and ability" to solve the problems to study the existence of welfare dependence,the two groups are the people who gets the subsistence allowances and the ordinary residents.Finally,the conclusion of this study is that the phenomenon of welfare dependence exist in Jingxing Section in Hebei Province,and partial disability group of them have a tendency on welfare dependence.According to the analysis of the instance research,this paper gives three various opinions based on system’s design and operation problems,fringe benefits dependency and partial disability group’s problem.The paper points out the reason why several welfare dependence exist in Jingxing section and give some advises about rebuilding system’s design,cutting down incentives,identify real demands and encouraging advances.Its results will help to prevent welfare dependence’s progress and make some contribution to Rural minimum life security system’s improvement and development.
