China's national civil service examination recruitment system began in the late eighties and early nineties of the last century.The idea of realizing the revolutionization,younger knowledgeablization and professionalization of contingent of cadres from Comrade Deng Xiaoping opened and promoted the reform of China's modern cadre personnel system,including the recruitment system reform.Since then,the national civil service system has gradually moved towards the stage of regularization and legalization.In 1993 the State Council promulgated the"Provisional Regulations on Civil Servants",to ensure the implementation of the ordinance,the following year in June the State Council enact the "Interim Provisions on Civil Servants Recruitment",which marks the formal establishment of the national official examination system.The system itself is a general term for the various norms and standards of civil servants in the country,including the spirit and principles of recruitment,eligibility conditions,methods and procedures of the examination,and the organization's protection.In addition to some rigid provisions,experts and scholars in academia,politics and the media have discussed all aspects of the institutional arrangements for the rationality and normalization from within the system such as the recruitment mode,assessment of content,restrictions to outside the system such as social and ecological environment,information disclosure level,supervision mechanism.The focus is on the methods of examination recruitment,such as the content arrangements and type settings of written examination and interview,but the research of the procedures and project procession of civil service examination is slightly inadequate.In Anhui Province,for example,since the beginning of 2003,Anhui Province has started the preparatory work of recruiting civil servants in public and promulgated the relevant normative documents used to guide the examination work.Up to 2016,a total of 14 times the recruitment of civil service examinations has been held in Anhui Province.The statistics found that the examination and recruitment procedures and specific items of the civil service examination in Anhui Province had a corresponding adjustment and improvement each year,and would gradually present the tendencies of scientization,standardization,humanization and reflect national policy.However,at the same time,the artificial job setting in preparatory stage,repeated recruitment,no adjustment mechanism,and no relief mechanisms of examination rights and interests in examination stage,and other issues are increasingly aroused the concern and discussion of the community.The outstanding problems it facing can be summarized as the following six aspects:Firstly,the legitimacy of post qualification need to be discussed;Secondly,select position before examination,the grades can not match the demand capacity of job;thirdly,one can apply for a single job;fourthly,grading classification examination is not significant;fifthly,only one batch of position,repeatedly have written test,so the written test decide the outcome in disguised form;sixthly,lack of examination rights and interests of relief mechanism.Now,it is necessary to accelerate the reform of civil service examination in Anhui Province.lt must take the ancient civil service system as the historical source,draw lessons from the western civil service system an,the arrangement of recruitment procedure and practical process experience of the civil service examination in developed provinces in China,and should based on the background of accelerating the construction of a rule-based government in Anhui Province,promoting the scientific management,realizing the modernization of governance.We should maximize the "civil service examination system"effect,to enhance the reliability and validity of recruiting work,form a vibrant selection and employment mechanism to promote outstanding talent come to the fore,while save the administrative costs,reduce the financial burden of candidates and mental pressure so as to improve the efficiency of civil service recruitment system.At present,to implement the civil service examination process reform in Anhui Province still has a long way to go.Analysis of its feasibility found that we can learn from Shanghai's mature experience and practice such as "2 + X","designated written examination scores line","once exam multiple recruit" in the method and technology.In practice,from the beginning of 2015,the operation of "code apply","fill in the parallel volunteer" and other provisions in the selected graduates examination in Anhui Province have released a strong signal of the process reform.At the same time,the implementation of the examination program reform must also see its potential resistance,such as administrative costs,social reflection and so on.The civil service examination and recruitment reform in Anhui Province has taken the opportunity to step forward.As an important part of the examination system,the examination and recruitment procedure ought to be adjusted and improved,this practice requires both the full consideration of the actual economic and social development,prudently have progressive fine-tuning,and the courage to break through the resistance of various institutional mechanisms,boldly start the regional pilot work.In the wave of political reform,we should use innovative thinking and"strategic management" concept,to have the civil service examination procedures"recycling".The ideas for reference include optimizing the organization and management of recruitment agencies,establishing and improving the talent supply and reserve mechanism,adding multi-level examination system and multi-dimensional examination mode,advocating flexible and responsive process interaction mechanism,examination rights maintenance mechanism and so on.
