Since the Eighteenth National Congress of the Party was convened,government highly attaches importance to the effect of grassroots organization in social development and vigorously promotes the building and development of grassroots force.At the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,our Party emphasizes the content of "inspire the vigor of social organization" once again.The office of Central Committee of the Communist Party of China issued a document "the opinion about strengthening the work for the party Building in social organization(Trial)" in September 2015.It makes specifically planning and disposition for the building of our Party worker team about social organization and promotes the problem of our social organization building to new strategic level.Now the number of social organizations in our country was 561,000,it increases nearly 140,000 since 2009.Among these social organizations,there are 294,000 social groups,3736 foundations and 264,000 non-governmental non-enterprise entities.The growth rate of social organizations is really very high.But behind the gratifying development,social organizations especially community social organizations have many problems in many aspects such as its own comprehensive strength,the level of personnel quality,human resource management and so on.We can classify the social organizations into three kinds which are foundations,social groups and non-governmental non-enterprise entities on the basis of the classification of Chinese Ministry of Civil Affairs for the social organizations and the latter two are the main parts of community social organizations.Community social organizations are short of unified systematization management modes in organization transformation and human resources management as a special kind in social organizations which have the weakest foundation and need many staffs.At the same time,only the government purchase and the special found of foundations can't satisfy the personnel expenditure of large service items because of their capital sources are too less.These social organizations must obtain some assistance from community and social person to work successfully.So they need large amount of volunteers and temporary staffs and usually have some loopholes in human resources management and capital operation.This phenomenon make the contradiction between the revenue and expenditure of organizations and the demand of community members become bigger.All these problem must be resolved as soon as possible.This article focuses on the community social organizations in Hefei.Through the random sampling survey and field interview of many community social organizations from Baohe District,Shushan District,Yaohai District and Feidong county,it can make a summary for the development of community social organizations in Hefei.It analyzes the difficulties which the community social organizations in Hefei have met in the process of development from three aspects contain external environment,human resources management and organization operation and put forward the corresponding solutions.
