Policy Execution Research Of Guangzhou Beautiful Countryside Construction

As a large country features farming civilization and history,anyone can't question the importance of rural construction.For a long time,due to the restriction of the dual structure between urban and rural areas,there is a big gap between urban and rural construction,rural construction of various infrastructure still lag behind.Usher in unprecedented opportunities in the new century,China's rural construction,the party and the state of unprecedented importance to "three rural issues",the state vigorously promote rural construction,building the target of the beautiful countryside.Beautiful countryside construction is put forward by the party and the country a benefit the long-term public policy of rural and farmers.This paper takes Guangzhou beautiful rural construction of public policy as the research object,in the search and collect relative literatures,on the basis of practice data,from the perspectives of Smith policy implementation process model analysis and according to the idealized policy,environmental factors influencing the policy execution,execution subject,target groups,four factors by studying the current situation of the rural construction in Guangzhou,beautiful rural policy implementation situation,reveal the Guangzhou beautiful rural policy itself is still imperfect,enforcement is not enough,the target group executive main body idea lag,policy incentives machine limited and absence of subsidies regulating mechanism in the analysis of the status of the problems and reasons.Finally,this paper accordingly from the policy itself,the executive main body,environmental factors and the target group of four elements,explore some effective strategies for pushing the construction of Guangzhou beautiful countryside,suggested that Guangzhou in the future in the process of promoting the construction of beautiful country,one is to perfect the system of beautiful country policy itself and classified according to different types of rural policy guidance,beautiful countryside construction financing mechanism,further innovation evaluation system of checking;Second,strengthen the construction of grass-roots cadres quality,perfecting the policy execution supervision and incentive system,to further improve the enforcement of executive main body;Three is to further optimize the environment of policy implementation,and create beautiful rural construction of legal system environment,create a rural "democratic deliberation,one project one discussion"platform;Four is to earnings target groups influence beautiful countryside,strengthening the farmers cultivate new era,the construction of more beautiful rural policy propaganda,change passive to active participation.
