Study On The Development Of Community Day-Care Center For The Elder In Urumqi

The aged tendency of population has become one of the main social problems of China in recently years and has attracted the key attention of the nation and all social circles.As a response to this problem,the nation and the related scholars are all seeking the reasonable and scientific solutions.In Urumqi,the daily increasing of the aging population,the oldest-old,the disabled and semi-disabled elders and the empty-nest elders have brought a new challenge to the establishment and development of the social pension service system.The construction and operation of the day care centers in community for the elderly is one of the important measures to deal with the aging of the population in our country,as well as the innovative measure of old-age pension in the new age.According to checking of related documents and the field surveys of 20 community elderly day care centers in Urumqi city,it was found that as an important part of the construction of social old-age service system in Urumqi city,under the support of government policy and capital investment,the community elderly day care centers have made policy and social effects in some degree;At the same time to maintain a healthy development of the community elderly day care centers,there are still other issues can not be ignored,such as the irrational development planning,unscientific operation and management,the lack of funds,few types of the service,low quality of service,unprofessional of the service team.Based on the field investigation of Urumqi 20 community elderly day care centers and interviews of relevant personnel,combing the development process of the city elderly day care center,the paper described the present development situation of 20 community elderly day care centers and analyzed the existing difficulties and problems in its development in order to look for factors that influenced the development.Then learned the development experience from advanced area in Xinjiang,and tried to put forward suggestions for promoting the development of Urumqi city community elderly day care centers.According to the actual situation of Urumqi City,the author thinks that to promote the healthy development of Urumqi community elderly day care centers,the government should adopt the method of top-level design and construction of scientific planning which is suitable to local situation,through the introduction of relevant policies and financial investment to improve the mechanism of construction and operation management,and promote the professionalization of the service team,guide social forces to participate in to establish a community elderly day care centers development system with the quality of clear direction,clear responsibility,orderly development,effectively link between policy,capital and services.The purpose of this paper is to a relatively objective and comprehensive survey data of Urumqi community elderly care centres for the development of the actual situation in the day,and provide a reference for regional research community endowment service system model,moreover according to the theory of community care perspective on the research of the community elderly day care center made in this paper.
