Local Government Public Services Under The New Urbanization Background Countermeasures

New urbanization is human-centered urbanization,raise the level of government's public service is a necessary stage in the development of new urbanization.Nowadays,the contradiction between people's increasing demand of public service and the shortage of the public service of local government has become an important factor restricting the development of new urbanization.Under the background of new urbanization,the study of how to further improve the level of local government public service is particularly important to catch up with the development of new urbanization.First,the article through analyzing the present situation of our country's public service,it is found that the local government has made a series of achievements in the public service at the present stage,but the development and the requirements of the new urbanization there is still a gap,such as insufficient supply,allocation of public resources is not balanced,the government and the public sector monopoly and so on;secondly,to explore the causes of problems in local government public services according to China's actual situation,including administrative philosophy,the urban-rural dual structure constraints,system reform of public service is not perfect,imperfect operation mechanism and so on;Finally,on the basis of finding out the problems and analyzing the reasons,this study puts forward the measures of strengthening the public service of local government under the background of new urbanization: enhance local government's public service concept to enhance public awareness of service;get rid of the barriers which has affect the level of public services of local government to improve.break the urban-rural dual structure to lay the foundation for the integration of urban and rural areas,accelerate the pace of reform,to meet the requirements of the new urbanization development;improve the public service running mechanism,establish the decision-making mechanism which put public service as the core,strengthen market and socialization of public service reform,perfecting the supervision system to make public service supply smoothly.This article mainly uses the literature research method,access to relevant literature more comprehensive understanding of domestic and foreign research on public service.Case analysis method,taking Hebei Province as an example,shows the present situation and problems of local government public service supply through data analysis.Comparative analysis method,the situation in Hebei province and other provinces of the situation,analysis of the problems of commonness and individuality difference.
