Study On Linkage Of Community,Social Organization And Social Workers(LCSS) Mechanism In Lanzhou

The five major development concepts of "innovation,coordination,green,openness and sharing" put forward by the fifth plenary session of 18 th,emphasize the refinement of social governance,require innovation of social governance mode,and construct the social governance mechanism of multi-subject participation and specialization governance.In recent years,our country has carried out beneficial explorations in the innovation of social governance,and accumulated a lot of experience.Among them,Linkage of Community,Social Organization and Social Workers(LCSS)has become an effective attempt to explore the multi-subject participation,improve the social governance system and the modernized level of governance ability."LCSS" is a community-based platform,community neighborhood committees,social organizations,social workers,transforming the government-led community management pattern,and forming the community governance model of multi-subject participation.The main body of "three clubs" is based on the needs of the community residents,in the form of government purchase,with the specialization of working methods,the need is transformed into project management,which realizes the sharing of resources and complementary advantages in this process.Based on reading the related literatures of "LCSS",this paper combs the relevant policies of "LCSS" in Gansu Province and Lanzhou City,master the overall deployment of "LCSS" and the development of social work,combined with two pilot communities located in Chengguan District of Lanzhou city.in the implementation of the "LCSS" in the process of concrete practice,analysis of Lanzhou city in the "LCSS" in the practice process of concrete measures.Based on the analysis of the internal mechanism of "LCSS",analysis of participation in the "LCSS" mechanism related roles and responsibilities,defining the main body of "LCSS" and the interaction between each other,and introducing the concept of Buseness Process Re-engineering(BPR),discussing the operation process of "LCSS" mechanism,and analyzes the guarantee system of "LCSS" from the three aspects Based on the analysis of practice case,this paper puts forward the revelation of the practice exploration of "LCSS",analyzes the problems that should not be neglected in the development of "LCSS",and puts forward the suggestion of optimizing "LCSS".
