Civil Servants In Our Country Constitution Idea Breeding Research

The constitution is not only the fundamental law of the state,but also the general statute of governing the country.The concept of civil servants' Constitution refers to the opinions and ideas of the people who are in accordance with the law and have been included in the national administrative preparation.In our country,because of the different functions of the concept of the Constitution in the national political life,this article will be the constitutional concept of the special group of civil servants as the concept of civil servants.From the perspective of administrative power,the current system of our country,the executive power occupies a more dominant position of state power,so countries for the implementation of the basic strategy of governing the country according to law,to the construction of the rule of law,the key and the core is to depend on the constitution of administrative;from the perspective of the civil service management system construction,is certainly not a an important constitutional system and civil service system.Constitutional government means constitutional politics.Refers to the basic political system formed according to constitution regulation of social political relations and the rule of law;from a practical point of view,the concept of constitution is not inherent in the traditional political culture of China,it originated in the West for a long time the lack of the support of ideas,and in our constitutional authority to this not really set up,so that the rule of law the spirit is not implemented,resulting in the occurrence of corruption and abuse of administrative power.It is an urgent problem to improve the concept of civil servants' constitution,so it is of great theoretical and practical significance to study the cultivation of civil servants' constitutional ideas.Today,more and more countries recognize the value of the constitution,but the realization of the implementation of the concept of the constitution has become a long-term and difficult task for each country.In this paper,guided by Marx's constitutional thought,based on the objective reality of China's civil servants,civil servants to do a systematic study of the concept of constitutional issues.The first of China's civil servant constitution concept in-depth study,reveals the main problems existing in the concept of civil servants in our constitution,civil servants from their perspective,the overall concept of constitution has a misunderstanding of the constitution is "cognitive enough,occupied by the constitution useless thoughts,that strong sense in the criminal law department civil law,economic law,substantive law consciousness,lack of understanding of the function of civil servant constitution;from the perspective of social education and training,do not pay enough attention to the training of the constitution,the constitution of the training system is not perfect.Secondly,in view of the above problems,this paper deeply analyzes the causes of the problems,and points out the historical reasons,the influence of the traditional culture and the social psychological factors that exclude the rule of law.In addition,this paper draws lessons from the experience of foreign countries to cultivate the concept of civil servants,deepening the study of the concept of civil servants.Finally,on the basis of the combination of theory and practice,the author puts forward some suggestions and strategies for the development of the concept of civil servants' constitution.On the one hand,should adhere to the correct concept of constitution principle,staff training,coordination of dominant education and recessive education,the combination of theory and practice;on the other hand,the concept of civil servants countermeasures actively optimize the constitution of our country develop,make each civil service to establish the concept of constitutional authority,perfecting the constitutional concept cultivation content,improvement of constitutional concept cultivation the way,deepen the constitutional oath system,improve the legal quality evaluation mechanism.
