The Research Of The Problems And Countermeasures Of Urban Community Governance

The Third Plenary Session of the Eighteenth Central Committee of the Party put forward the strategic task of "improving the modernization of state governance system and governance capability".Community as the most basic unit of society,its governance directly affect the social governance and national governance.It is the cornerstone of government governance and it is closely related to people's lives.These put forward higher requirements for urban community governance in China.With the accelerating process of urbanization,the government has made remarkable achievements in the area of community governance,but it has also exposed many problems.From the perspective of government governance,how to overcome the difficulties faced in community governance,to explore its inherent roots,so as to seek solutions to the problem.The purpose is to improve the overall effectiveness of urban community governance and to play the role of government functions.These are the basic practices of improving the governance of the state and the modernization of governance.In this paper,I choose Qingdao Helen Street as an example.And this paper studies the problems and countermeasures of urban community governance from the perspective of government governance.First of all,on the basis of clarifying the basic concepts and theories,this paper elaborates the main problems faced by the government in the process of managing the community.Secondly,it analyzes the causes of these problems from the restrictive factors of the government itself and the restrictive factors outside the government.Thirdly,on the basis of drawing lessons from the useful experience of urban community governance at home and abroad,this paper puts forward the countermeasures to solve the problems of urban community governance in view of the above main difficulties.Measure one,government changes their functions and expands the space of community autonomy.Measure two,government cultivates social intermediary organizations and plays the role of social forces.Measure three,government actively guides the residents to participate in promoting community benign interaction.Measure four,government improves the law and promotes the standardization of community governance.The reason why this paper selected Qingdao Helen Street as an example,there are two main reasons.On the one hand,I take into account its geographical advantages.In the 1990 s,the Ministry of Civil Affairs launched a project of urban community construction in the whole country.Of the twenty-six communities,two were in Qingdao.The urban governance model in Qingdao was also typical of urban community construction in China.One of the models in the country have a greater influence.And its effect is obvious.It is a typical and representative.On the other hand,the Helen Street also has its own characteristics,such as,the government implements the projectin the community;the government opened the WeChat platform for resident's livelihood;the government built a wise community to serve the people and so on.These can be used as important research reference.
